The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is to finance the Infrastructure for Tomorrow with sustainability at its core. The Sectors, Themes and Finance Solutions Department (STF) drives the development of technical excellence and expansion of financing knowledge across sectors and themes to support AIIB’s sovereign and nonsovereign investment operations. It performs a forward-looking role in shaping the direction and impact of AIIB investment operations, initiating and carrying out upstream work to support and incubate new initiatives in frontier technologies, public-private partnership (PPP) advisory, and other productive sectors. STF focuses on ensuring that investment operations fully align with the Bank’s Corporate Strategy and support the Client Departments (CDs) in implementing relevant sectoral strategies and thematic priorities to maximize the development impact. It plays a leading role in introducing and operationalizing new products and financing modalities before they are mainstreamed by the CDs. STF represents the Bank in international forums to discuss sectoral, thematic, and financing issues, establishing and branding AIIB as a premier development institution by actively networking with other development partners and contributing to the global development agenda. STF contributes to cross-bank roles including reporting, branding, and upstream engagement.

 

Responsibilities:

Senior Investment Solutions Specialist – Climate Policy-based Financing (CPBF) will be responsible for operationalizing the Climate Policy-based Financing (CPBF). The position involves activities to:

  • Identify and analyze the key economic drivers and major economic sectors in AIIB Members;
  • Review and analyze the existing institutional framework for managing risks often associated with natural disasters and climate change to identify gaps and constraints in policies, processes, and procedures;
  • Develop a methodology for disclosure of contingent liabilities from natural disasters and climate change risks;
  • Conduct comprehensive climate-related policy assessments of the economy as a whole and in selected sectors supported by general or specific policy recommendations for governments to consider;
  • Develop a comprehensive sector and climate strategies and formulate time-bound policy actions to be included in the CPBF to support a country’s inclusive and equitable growth path aligned with its climate commitments;
  • Design an adequate monitoring scheme for public debt exposure to fiscal risks stemming from natural disasters and climate change; and
  • Prepare a training manual in the above areas for the capacity building of AIIB staff and clients.

 

Requirements:

  • Master’s degree or equivalent in business administration, economics, or CPBF-related fields and at least 8-10 years of operational experience in public sector management and/or sector lending (energy, transport, urban, water and natural resources);
  • Extensive operational experience in and knowledge of borrowing member economies;
  • Experience in the processing and implementation of policy-based loans;
  • Proven track record of participating in high-level policy dialogue and providing policy advice to governments;
  • Track record in capacity building and operational research for developing policy actions with government counterparts;
  • Excellent project management skills, with the ability to plan, self-manage, and lead initiatives independently and with multi-disciplinary teams;
  • Strong stakeholder engagement, report-writing, oral and written communication skills in English;
  • Able to work collaboratively with teams as a constructive team member in a multicultural environment;
  • Good communication skills, including the ability to present ideas logically and concisely; and
  • Good conceptual and analytical capacity to respond quickly in a pragmatic manner to a wide range of issues.
