Organizational Setting and Reporting Relationship
The position of Senior Investment Specialist is assigned to the Private Sector Infrastructure Finance Division 2 (PSIF2) within the Private Sector Operations Department (PSOD). You will be based in our Headquarters in Manila, Philippines. After an initial period of one year, you will have the opportunity to be considered for similar roles located in ADB’s Resident Missions, preferably in Southeast Asia or East Asia.
You will report to Director, PSIF2 and will oversee National Staff and Administrative staff.
Your Role
As a Senior Investment Specialist, you will lead the origination, development, due diligence, approval and implementation of private sector infrastructure financing projects, contribute to the development of policy and strategies of country programs, and monitor the development impact of the portfolio and ensure key issues are considered and proper risk management is applied.
You will:
a. Project Development and Processing
- Lead in the origination of a pipeline of private sector infrastructure finance projects and screen investment opportunities through client outreach, marketing and deal screening;
- Lead, undertake and manage the necessary due diligence, financial modeling, risk analysis and mitigation in the structuring of loans, equity investments, guarantees, B-loans or other forms of ADB assistance;
- Lead the internal approval process including interface with credit, safeguards, integrity, legal and other teams as well as management and the Board;
- Lead and ensure the ongoing financial and structural soundness, development impact and alignment of the transactions to ADB’s overall mission, strategies and policies;
- With the support of internal and external counsel, ensure that appropriate legal documentation is successfully concluded for all deals in line with approvals and that financial close (i.e., first disbursement) is achieved in a timely fashion;
- Lead and undertake the implementation and the hand-over of administration of private sector infrastructure programs and projects, ensuring compliance with required guidelines, policies and procedures as well as agreed covenants and reporting requirements up to financing effectiveness; and
b. External Liaison
- Facilitate or lead active relationships with commercial lenders and other financial partners in the region and beyond as well as with developers, investors and governments; and
- Lead, assess, and structure transactions to maximize the potential for commercial co-financing and catalyzing of additional sources of capital.
c. Strategy, Policy and Project Evaluation
- Provide strategic inputs and comments on project, policy and other papers related to private sector operations and development across a range of key themes and sectors;
- Draft, review, and provide comments on project, policy and other papers related to private sector development and operations issues in various themes and sectors; and
- Participate in country teams for planning and programming purposes, particularly with respect to private sector development and operations and sector priorities.
d. Staff Supervision
- Provide leadership and support to reporting staff;
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance; and
- Ensure the on-going learning and development of reporting staff.
Qualifications
You will need:
- Master’s Degree or equivalent in business administration, finance, or related fields; Alternatively, a university degree in related fields combined with additional relevant professional experience can be considered in lieu of a master’s degree.
- At least 10 years of relevant professional experience in private sector finance, including hands-on experience in originating loans, guarantees and/or equity transactions, managing due diligence, financial modeling, mitigating credit and other risks, negotiating term sheets and finance documentation and related project and corporate finance activities.
- International experience working in development in several countries preferably in East Asia, Southeast Asia, and the Pacific;
- Specific and relevant experience in emerging market financing and investments;
- Experience working in at least one of the following sectors: power, environmental infrastructure, water and wastewater, and transport; and
- Excellent verbal and written communication skills in English
