Organizational Setting and Reporting Relationship
The position of Senior IT Officer (Digital Solutions) is assigned to the Office of the Director within the Information Technology Department. ITD enables ADB’s digital agenda and supports the Bank’s global operations. The department delivers digital innovation, IT infrastructure, services and solutions, and provides tools and knowledge platforms. You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff.
Your position title upon appointment is Senior IT Officer (Digital Solutions).
Your Role
- As a Senior IT Officer (Product Delivery COE Lead), you will direct the operations of the Product Delivery Center of Excellence (PDC) to help the department enable and maintain sustainable and consistent product delivery through strategy formulation, end-to-end support of Agile principles and frameworks, standards, methodologies, practices and tools, knowledge management, reporting, continuous improvement, process and change management, and innovation. You will lead the PDC team.
You will:
- Direct and lead the following activities of the Product Delivery Center of Excellence (PDC):
- Formulate, implement, maintain, support, and assess standard processes, best practices, and tools to ensure consistent and efficient operation of digital product teams.
- Formulate, operationalize, and maintain end-to-end delivery performance Key Performance Indicators (KPIs), standards compliance monitoring and reporting.
- Collaborate with the Quality Center of Excellence (CoE), ITID DevOps, IT Security, Incident/Problem Management (ITFS), ServiceNow (CoE, Demand Management, and Product Change Management to optimize the Product Delivery Life Cycle.
- Acquire, develop, maintain, share, and mainstream knowledge, tools, good practices, and lessons learned.
- Incubate, socialize, and mainstream innovations to product delivery teams.
- Discover, review, or explore the efficacy of new or changed platforms/processes and features. Recommend, implement, and measure the benefits of the same.
- Review change requests and and recommend actions to the Product Delivery Committee.
- Review and report on product delivery compliance and propose actions to the Steering Committee.
- Review and report on the State of Agile and DevOps to the Steering Committee.
- Generate Software Development Lifecycle (SDLC) Operations manual releases and propose actions to the Steering Committee.
- In a concurrent capacity, contribute to or lead projects in the ITD Front Office area of responsibility.
- Perform other duties as reflected in your workplan.
Qualifications
You will need:
- Master’s degree, or equivalent, in Computer Science, Engineering, Management Information Systems, or related fields; or Bachelor’s Degree in Computer Science, Engineering, Management Information Systems, or related fields and at least 5 years specialized experience relevant to the position.
- At least 10 years of relevant experience in leading the development and implementation of large-scale web applications, preferably in comparable multi-lateral financial institutions. At least 6 years of team supervisory experience in large web application system development projects.
- Proven expertise in working with cross-application/module interaction and interfaces.
- Demonstrated ability to manage all activities related to software development projects and software operations, from business requirements definition through solution implementation and maintenance.
- Excellent ability in system analysis and design; and preparation of functional and detailed specifications.
- Excellent knowledge of and proven expertise in implementing Agile and DevOps frameworks, practices, standards, platforms, and toolsets.
- Strong planning and organizing skills to handle many tasks with deadlines.
- Ability to develop rapport internally and externally in a multicultural environment.
- Ability to contribute independently, manage and undertake activities to deal with various issues and requirements, and supervise teams.
- Good interpersonal skills, be a strong team player, hard worker and self-starter not intimidated by new technology.
- Excellent at communicating, interacting, and cooperating with others to ensure that all aspects of a task are addressed.
- Excellent written and verbal communication skills in English are required.
