URL’s West Africa Unit SAWU4 is seeking a highly qualified and motivated Senior Land Administration Specialist with land administration expertise and demonstrated operational experience in managing land administration operations. The Senior Land Administration Specialist will be based in Washington DC, USA and will report to the SAWU4 Practice Manager based in Accra. He/She will be expected to lead and co-lead tasks, including the preparation and implementation of lending operations, operational and analytical work, contribute to teams within the unit and beyond, lead cross sectoral and multi sectoral land engagements across various global practices, and support the further development of the land agenda in SSA through a range of Bank instruments and engagement modalities. Given the multi-sectoral nature of the land agenda, the Senior Land Administration Specialist is expected to demonstrate the highest collaborative competencies, working with colleagues across the range of technical areas within the unit and, equally importantly, from other Global Practices.
Roles and Responsibilities
The Senior Land Administration Specialist’s responsibilities will include, but will not be limited to the following:
- Lead investment lending operations or components thereof through existing country programs (such as in Ghana, Liberia, Sierra Leone, and Gambia, amongst others).
- Provide technical backstop to WBG’s land regularization, land administration modernization, geospatial information framework and, urban land management.
- Contribute to URL’s business development in fields of climate change action, Smart Cities, Digital Twin, 3D Cadastre, valuation and taxation, access to land, public land management, geospatial services, and others.
- Provide technical and thought leadership on strategy and business development for the land sector by identifying key priority areas for engagement and by conceptualizing solutions for the nexus of land and urban development, climate change, and agriculture.
- Contribute to internal policy dialogues and provide technical inputs from a land perspective for the preparation of country strategy documents and operational and strategic documents of CMUs. Provide cross support on land to other WBG GPs and teams.
- Work closely with other development partners, civil society organizations, practitioners, and multi-stakeholder platforms for land in the AFW region to ensure collaboration and harmonization of land sector support across stakeholders.
- Undertake other related responsibilities as assigned by the management of URL and the World Bank.
Selection Criteria:
Educational Degree:
- Master’s degree (land economics, land administration, geospatial sciences, property valuation, urban planning, information technologies, other) with 8 years of experience or equivalent combination of education and experience.
- Excellent knowledge of land tenure, land administration, land management and geospatial systems and solutions.
- Solid expertise in land policy and land law, land registration programs, land information systems, land use planning, land/property valuation and taxation from multiple countries with experience in Africa considered to be strong advantage.
- Familiarity with the Bank’s strategic direction and priorities on land administration, and with international land conventions such as the Voluntary Guidelines for the Responsible Governance of Tenure of Land, Fisheries, and Forests; Fit-For-Purpose Land
- Administration; and Framework and Guidelines for Land Policy in Africa.
- Investment/development project experience, and strong organizational, research, and oral presentation skills.• Demonstrated ability to work with multi-disciplinary teams.
- Excellent analytical and communication skills and ability to write clearly and concisely in English, experience with the World Bank project cycle documentation considered as an advantage.
- Strong written and oral communication skills, with demonstrated ability of making effective presentations to diverse audiences.• Excellent and effective command of English in verbal and written forms required.
