This position is located in the Regional Office for South-Eastern Europe (ROSEE) – Passenger and Cargo Border Team (PCBT) implementing the Container Control Programme (CCP) and the Airport Communication Programme (AIRCOP) with duty station in Istanbul, Türkiye, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). PCBT operates under the Border Management Branch (BMB)/DO and the incumbent will work under the direct supervision of the Chief, BMB.

Responsibilities
The focus of this position is to lead, manage, plan and provide substantive and high-level technical expertise and advice in connection with the PCBT and its operations and other activities in the following law-enforcement related functional areas: customs procedures, border control and border-management measures, cross-border illicit drug trafficking and other related transnational organized crime, etc. Within delegated authority, the Senior Law Enforcement Expert (Drug Control and Crime Prevention, Head of PCBT) will be responsible for the following duties:
• Under the framework of the global UNODC-WCO Container Control Programme and AIRCOP (implemented by the PCBT), oversee and lead the review and assessment of existing law enforcement, border control and related technical capacity in Member States to determine technical assistance needs and training requirements.
• Provide expert advice and technical guidance to national counterparts with regard to border control management, passenger flows and trade supply chain security on strategies, legislative, capacity building and/or administrative measures and on good practices in their areas of competence and fields of intervention.
• Manage and direct the global UNODC-WCO Container Control Programme and AIRCOP activities and its current roll-out to sea and dry ports, airports, land and railway borders in participating countries; oversee the development and implementation of regional/multi-country joint operations at the global level in cooperation with regional and other multilateral organizations as appropriate, lead the development of expanding the programme to the establishments of National Targeting Centres in interested participating countries.
• Provide substantive leadership and guidance for the conceptualization, planning, coordination, delivery and implementation of specialized technical and training services in the area of border management as required to establish, monitor and manage specialized operations.
• Lead the development, organization, formulation, coordination and evaluation of programme and project concept notes and initiatives for technical assistance in the area of border management; build synergies with anti-money laundering, anti-corruption and anti-terrorism initiatives at the project conception stage.
• Direct and manage the implementation of border management/control strategies and activities in the area of passenger flows and trade supply chain security, provide expert technical inputs to the implementation of law enforcement related operations with the aim to strengthen relevant sustainable technical capacity.
• Oversee and guide the preparation of the necessary programme documents and reports, such as work plans, budget segments, programme progress, performance and/or implementation delivery reports.
• Lead, manage, supervise and guide programme personnel under the established and expanding PCBT structure, including Regional Programme Coordinators, national staff, trainers, resource personnel, consultants etc. and identify additional needs.
• Oversee and guide the preparation and delivery of a broad range of capacity building and training activities to sea and dry ports, airports, land and railway Border Control Units as established under the global programmes. Lead, deliver or participate as an expert resource person in workshops, seminars, training courses and meetings.
• Lead and undertake negotiations and consultations with relevant international, governmental and non-governmental organizations on border control and related issues. Establish and maintain regular contacts, foster cooperation and work in close cooperation with national and international drug and crime law enforcement authorities, agencies and institutions, and other relevant operational counterparts.
• Oversee regional and international cooperation and information exchange in operational and investigative matters with regard to countering organized crime.
• Take the lead in promoting PCBT initiatives and interventions; promote the expansion of the Programmes, lead fundraising activities, oversee outreach activities and work with Member States and donors closely to secure cooperation agreements.
• Participate in policy-making and expert group meetings to monitor, analyse and advise on substantive issues related to the control of passengers and cargo shipments and, as required, represent the Office in law enforcement related matters at meetings, conferences.
• Ensure regular reporting to UNODC and relevant stakeholders on advancement of work, programme/project implementation status, delivery and results.
• Lead team members efforts to collect and analyze data and provide insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensure that everyone can discover, access, integrate and share the data they need.

Education
Advanced university degree (Master’s degree or equivalent) in criminology, law, social sciences, business or public administration or related fields is required. A first-level university degree in the aforementioned fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Alternatively, equivalent academic education or professional training in criminal justice, crime prevention, criminal investigation, law enforcement, border management, border working techniques and/or other related areas, with certification from a recognized international/national police, customs or other staff training institution, in combination with four additional years of qualifying experience may be accepted in lieu of the first-level university degree. Certification or other qualification in training design and delivery is an advantage.

A minimum of ten years of progressively responsible professional experience in an operational capacity in law enforcement, drug control, combating crime, or related areas including several years at the international level is required.

Experience in technical cooperation and programme/project management is required.

Experience in field-based delivery of technical assistance is required.

Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, is required. Knowledge of another official United Nations language is an advantage.
