As a Senior Legal Officer, you will provide legal and policy advice, project management and other technical and analytical support for OGC’s LPR Program which is comprised of a portfolio of TA projects designed, processed, implemented, and administered by OGC, as well as design and implementation support to LPR interventions processed and administered by other ADB departments and offices. You will report to the relevant International Staff responsible for managing and leading the LPR Program and the LPR team and will work closely with other LPR team members. You will also require supervision of administrative staff and engagement with ADB staff from other departments and offices, consultants, resource persons, development partners and external clients such as government officials and legal and judicial stakeholders.

Processing, Administration, and Implementation of LPR TA Projects:

  • Provide legal, technical, and analytical support for the LPR Program in processing, administrating, and implementing LPR TA projects and managing the LPR Program portfolio.
  • Advise counsels in designing and processing LPR TA projects, including advising on relevant ADB policies and procedures, providing legal research, and writing support, ensuring quality control, and coordinating with ADB and external stakeholders.
  • Provide advice and guidance to counsels, administrative staff, consultants, and others as necessary in the administration and implementation of LPR TA projects including advising on contracting issues, TA implementation changes, and completion of TA projects.
  • Facilitate and execute TA budget increases and changes in scope and implementation arrangements for LPR TA projects including working with relevant counsels and other ADB staff, consultants, and others as necessary.
  • Facilitate and execute the engagement of consultants, resource persons, and service providers, including drafting terms of reference, liaising with the ADB procurement department, and providing other relevant onboarding support, in coordination with other LPR team members. Also, facilitate and execute contract variations and termination of contracts.
  • Participate in missions and prepare back-to-office reports and memorandum of understanding or aide-memoire, as necessary.
  • Support the coordination and collaboration with other ADB departments and offices under various LPR initiatives including integrating LPR TAs project into country partnership strategies and country programming.
  • Liaise and collaborate with development partners, regional institutions, and other external stakeholders on various LPR initiatives.
  • Lead or contribute to the production of knowledge products and design and delivery of capacity-building programs, convening of conferences and workshops, and other knowledge activities under LPR TA projects.
  • Obtain expert knowledge of relevant ADB policies and procedures, in particular, the policies and procedures applicable to ADB TA operations to ensure compliance.

LPR Program Portfolio Management, Monitoring and Reporting:

  • Contribute to the effective and efficient management, monitoring, and reporting of the LPR Program including updating the LPR master portfolio document, preparing progress reports to ADB management tracking performance and budget status of LPR TA projects, and flagging issues to the LPR team, relevant LPR TA counsels and others as necessary.
  • Provide inputs to annual Work Program and Budget Framework including budget and staffing requirements for the LPR Program.
  • Lead or contribute to the preparation of LPR Program funding applications including applications to special funds and trust funds.
  • Lead or support the coordination and collaboration across ADB departments and offices including country partnership strategies and country programming activities.
  • Ensure continuous quality control and efficiency measures for the implementation of the LPR Program.
  • Guide and coach concerned administrative staff in the processing, administration, and implementation of LPR TA projects.

LPR Knowledge Initiatives:

  • Support the continuous enhancement of the LPR website including ensuring the curation and effective dissemination of knowledge resources and events.
  • Lead or contribute to the development and publication of LPR knowledge resources including conducting legal research, writing and analysis, coordinating with ADB’s Department of Communications and Knowledge Management, and working with other LPR team members on OGC’s annual pipeline of knowledge publications.
  • Lead or support LPR rule of law and other knowledge and promotional events.

Others:

  • Perform other duties that may be assigned related to the LPR Program and undertake special projects in support of wider OGC.

Qualifications:

  • Bachelor’s degree in Law, and a member of the Philippine Bar, preferably with Master’s Degree or equivalent. Academic background in environment, natural resources, renewable energy, climate change, and/or related areas is highly desirable given the significant focus in these areas under the LPR Program.
  • At least 10 years of relevant legal experience working at an international organization, law firm, government, and/or civil society and at least 5 years of supervisory experience or equivalent. Experience at ADB or other similar international organizations and equivalent experience working on rule of law or law and policy reform initiatives, projects, or programs are highly desirable.
  • Possess excellent legal research and writing, analytical, presentation, communication, interpersonal, project management, and organizational skills, along with the ability to interface effectively with internal ADB staff and external parties such as government officials, judges, development partners and other stakeholders.
  • Demonstrated experience implementing capacity-building programs and producing knowledge products.
  • Possess excellent judgment and a high degree of initiative and resourcefulness to be able to contribute to effective and efficient implementation of the LPR Program.
  • Ability to handle heavy workloads involving multiple projects and work independently as necessary.
  • Ability to undertake mission travel, conduct stakeholder engagement, and take responsibility for work produced.
  • Ability to work in multi-cultural and multi-skilled teams.
  • Ability to inspire trust and confidence and promote a strong culture of openness, collaboration, and innovation.
  • Excellent computer and digital literacy skills including Word, Excel, and PowerPoint, virtual platforms such as MS Teams and Zoom, and project management artificial intelligence tools.
