Senior Legal, Procurement and Concession Officer

The Agency is looking to recruit a Senior Legal, Procurement and Concession Officer who will support the Agency in a broad range of legal and procurement tasks pertaining to both administrative and operational activities, with particular reference to:

  1. the legal and procurement aspects pertaining to the operation of the Galileo Security Monitoring Centre;
  2. the structuring, procurement and execution of public private partnerships, concession contracts and project finance deals;
  3. the preparation, negotiation and execution of contracts for the delivery and operation of complex infrastructures.

The tasks and responsibilities will in principle include the following areas:

  1. Legal advice
  • Provide legal advice on operations and administration of the Agency, with particular reference to operations and administration of the Galileo Security Monitoring Centre;
  • Advise on the regulatory framework of the Agency;
  • Provide advice on legal aspects concerning the application of EU public procurement rules to ongoing and future tender of the Agency, with particular reference to concessions and public private partnership projects;
  • Advise on staff matters, interpretation/drafting of legal instruments.
  1. Procurement
  • Draft and help coordinating calls for tenders in line with standard best practices;
  • Manage calls for tenders (e.g. publication, organisation of and assistance to evaluation boards, selection process, contract award and signature), with particular reference to tenders for complex infrastructural projects, concessions and public private partnership projects;
  • Interface with relevant stakeholders, including finance department, project officers, economic operators, auditors.
  1. Contract drafting and management
  • Draft and support negotiating contracts, with particular reference to concession contracts;
  • Follow up on contract interpretation, implementation, performance and enforcement of contracts;
  •  Assist project officers with issues in contract lifecycle;
  • Support in building and maintaining of an up-to date tender, contractual and other legal commitments database.
  1. Provide support for the implementation of any other task falling in the sub fields of responsibility of the Legal and Procurement Department defined in section 1, as well as liaise with other departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial and budget management, risk management.
