Org. Setting and Reporting
UNRWA, the largest United Nations operation in the Middle East with over 30,000 staff working across five areas of operation, is looking for highly committed personnel wishing to make a change. The Senior Liaison Officer reports to the Director, UNRWA Representative Office, New York.
Responsibilities
Interacts with Permanent Missions to ensure a strong understanding of UNRWA and its challenges as well as support for UNRWA mandate and funding; analyzes information and reports to HQ on issues of relevance to UNRWA. Assists in coordinating reports, including to the Working Group on the Financing of UNRWA; drafts papers, background notes, talking points and statements as required. Interacts with members of ACABQ, the Fifth Committee and Secretariat on issues related to UNRWA budget and staffing requirements; analyzes information and reports to HQ on issues and opportunities; serves as UNRWA liaison to the CERF Secretariat in New York. Participates in inter-Agency and Secretariat meetings held at the working level; monitors trends and developments at the United Nations HQ on system-wide issues and on issues of relevance to UNRWA and Palestine refugees; analyzes information and reports to HQ on issues and opportunities. Assists in the preparation of missions of the Commissioner-General and other senior UNRWA officials to UNHQ-NY. Assists in the preparation of major RONY events such as the Pledging Conference and High-Level meetings; assists in organizing regular RONY advocacy events for Member States in New York. Coordinate preparation of RONY annual calendar and workplan. Deputizes for D/RONY in her/his absence and assumes responsibility for administrative and financial issues.

Education
Advanced university degree (Master’s or equivalent) from an accredited educational institution in political science, international relations, international law, communications, business administration, public administration or other related field.

Work Experience
At least seven years of progressively responsible and relevant professional experience in international relations, humanitarian / relief or development work at national and international levels, preferably in the Middle East region is required. Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. Advanced university degree (Master’s or equivalent) from an accredited educational institution in political science, international relations, international law, communications, business administration, public administration or other related field is required. Previous experience in humanitarian or relief field work and extensive knowledge of the Middle East would be a major asset is desirable. Knowledge of another UN language, particularly Arabic is desirable.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
