 JOB SUMMARY

 

The logistics Senior officer works under the guidance and supervision of the Logistics Coordinator.

In coordination with Logistics Coordinator, S/He is responsible for the overall logistics management activities within his/her area of operations.

 

S/He interfaces with all IMC personnel authorized to issue Purchase request. S/He represents the organization to suppliers and the department to customers. As such S/he is expected to adopt professional customer-based attitude, promoting International Medical Corps and Logistics Department’s image.

 

The Logistics Senior Officer is responsible for the deliverables of the Logistics Activities in support to International Medical Corps project activities and in compliance with the IMC internal and donors’ processes, rules and regulations.

 

 

MAIN TASKS AND RESPONSIBILITIES

 

Procurement

  • Responsible for assigned processes including review of procurement requisitions, solicitation of quotes, collecting quotes, comparing bids or supporting their evaluations, recording committee conclusion and placing authorized orders.
  • Supervise and support the procurement process at all levels (main office and the field offices).
  • Ensure that the procurement processes, especially those subject to US Export Compliance regulations, are in line with applicable licenses and are properly documented.
  • Ensures compliance open, transparent, ethical and free competition in procurement activities, related to office management, with aim to achieve best value for money, while ensuring process compliance with IMC, host government and Donor’s procedures and regulations.
  • Ensures that vendors are registered, assessed, and screened.
  • Ensure that vendor eligibility screening is carried out in a timely fashion, updated regularly, and, recorded appropriately.
  • Ensures that performance of vendors is monitored and documented to mitigate risk of future engagement of under-performing vendors.
  • Ensures complete and compliant procurement documentation is submitted for review and approval.
  • Regularly update procurement tracker.
  • Check received vendor invoices against approved order and confirmation of delivery.
  • Ensures timely payment request to Finance, in line with order payment terms.

 

Warehouse and Stock Management

  • Warehouse Report Management: Collect and review Excel reports submitted by remote field warehouses and ensure accurate and timely submission of these reports to the online system.

 

  • Communication with Warehouse Team: Coordinate with the warehouse team to provide timely updates on incoming and outgoing shipments, ensuring they are informed and prepared for any logistics activities.
  • Ensure warehousing systems and procedures are in place to adequately manage and report on stocks in compliance with IMC procedures.

 

Asset Management

  • Oversee the management of all assets; tracking sheet is updated on monthly basis, assets are labelled and current locations of all assets are known and reported accordingly.
  • Ensure that the system of controlling assets movement between personnel, programs and locations between all field sites are in place, working adequately in compliance with the US export regulations.

 

Fleet Management:

  • Oversee the management of all fleet related issues in accordance to IMC policy, ensure weekly movement plan is duly submitted, vehicles are serviceable and well maintained.
  • Oversee and ensure that the usage of fuel is correctly managed, and logged and recorded, ensure the monthly vehicle report is timely completed and data are accurate.

 

Staff Capacity Building:

  • Inducts, coaches, trains, and mentors Logistics team members.
  • Identifies training requirements/gaps, and ensures that training plans are developed, fully implemented and refresher training provided to all staff, as required, and deemed necessary.
  • Participates in orientation of other departments’ staff as tasked.

 

Fraud Prevention

  • Committed to fraud prevention, detection, reporting and fraud risk reduction as per IMC policies and procedures, donor rules and local laws and regulations.

 

Reporting:

  • Report Coordination: Work closely with the field team to ensure the accuracy and timely submission of all logistics reports, including monthly, quarterly, semi-annual, and annual reports.
  • Support and Guidance: Provide ongoing support to the field team in preparing logistics reports, ensuring compliance with reporting standards and deadlines.
  • Collaborate with IMC LDO to identify gaps or areas for improvement in the reports and communicate these to the field staff, providing necessary training and guidance.
