Summary

Save the Children is submitting a funding proposal to the anticipated USAID-funded Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone. The Activity will improve the quality of family planning, maternal newborn child and adolescent health, and malaria services; promote adoption of crucial health behaviors; and strengthen the stewardship and governance of the Ministry of Health and Sanitation, both at central and district levels.

The Senior Malaria Advisor reports to the Technical Director/Deputy Chief of Party (TD/DCOP) and ensures technical implementation of high impact, proven interventions that meet stated goals and reporting requirements. The Senior Malaria Advisor will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, help to plan and design a comprehensive malaria control program. In addition, the Senior Malaria Advisor will manage the implementation of key program activities throughout the targeted districts, oversee the work of technical staff, and ensure efficient technical and operational support for the project team.

This position is contingent upon donor approval and funding.

What You’ll Be Doing (Essential Duties)

  • Contribute to the development of evidence-based, appropriate clinical training materials and standards, supervisory systems and other materials needed for implementation in relation to the malaria control initiatives.
  • Develop and maintain excellent relationships with colleagues, partners and donors.
  • Provide technical leadership to increase access to, use, and quality of services.
  • Mobilize and coordinate partners around selected malaria intervention approaches and indicators.
  • Assist in the coordination of assessments and analysis of clinical service delivery issues that impede access to care, and the development and testing of appropriate strategies for a long-term, sustainable resolution.
  • Assist in the assessment of clinical training needs and in the design and implementation of appropriate measures to address those needs.
  • Contribute to ensuring a technically sound, evidence-based and responsive approach to the needs of USAID and the local government.
  • Keep the Chief of Party and project team informed of successes, challenges and lessons learned in implementing programs in areas of technical expertise.
  • Represent Save the Children in professional forums by participating and presenting in pertinent meetings and conferences.
  • Contribute to the development of work plans, long-term strategies and reporting.
  • Share with program and technical staff experiences, lessons learned and challenges.
  • Provide training, follow-up support and supportive supervision as necessary with activities.
  • Oversee monitoring and evaluation of program activities.
  • Ensure collaborative program planning, development, resource availability and management activities function smoothly and efficiently.
  • Lead the development of annual work plans and M&E plans. Oversee the program implementation and evaluate program progress against deliverables on a quarterly basis.
  • Continuously monitor and work with stakeholders and USAID to evaluate the technical assistance provided under this program.

Required Qualifications

  • Master’s Degree in Global Health, Public Health, or International Development or a Medical Degree is ideal; Bachelor’s Degree is required.
  • Minimum of seven years of direct experience implementing malaria prevention and treatment programs internationally, preferably in Sierra Leone or other West African countries.
  • Proven technical skills in program design, supervision, monitoring, evaluation and research skills.
  • Background in malaria prevention and treatment programs is essential.
  • Demonstrated ability to manage complex, multi-intervention health development programs in collaboration with national health ministries, international partners and local governorates.
  • Demonstrated ability to mobilize and coordinate partners around selected malaria intervention approaches and indicators.
  • Commitment to producing high quality project deliverables on time as well as within a highly time sensitive environment.
  • Prior experience and knowledge of USAID regulations and requirements.
  • The ability to foster teamwork and to work as a team member.
  • Strong oral and written communication skills in English.
  • Previous experience interacting with US government agencies, host country governments and other global and national stakeholders.
