Job Description

Job Overview:

The Senior Manager, Economic Empowerment will provide leadership to the Sacramento Economic Empowerment programs and to the Sacramento Leadership team as needed. Key responsibilities include business development, oversight of grant compliance, supervision of program managers, ensuring quality client services, and developing community partnerships. Additional responsibilities include maintaining and growing program funding and ensuring programs are in alignment with strategic goals and diversity and inclusion (DEI) initiatives. This position would be responsible for supporting with overall office leadership and ensuring strong client programming in the Sacramento IRC office. This position reports to the Sacramento Site Director.

Responsibilities:

Program Management

  • Oversight of the Economic Empowerment programs in Sacramento.
  • Oversight and accountability of program outcomes, compliance and delivery of services in workforce development, early employment, youth and education, financial empowerment and New Roots programming.
  • Oversight of program activities budgets, in close coordination with managers and coordinators in the department, including client direct assistance spending plans, monitoring expenses, and anticipating under/over-spending.
  • Responsibility for regular compiling and delivery of program reports.
  • Ensuring compliance with case file management and reporting requirements including oversight of case file maintenance, conducting regular case file reviews, data and database management for the provision of services under all Economic Empowerment Programs.
  • Support Sacramento Leadership team managers with partnership building and strategic decisions.

Staff Supervision and Development

  • Indirect and direct supervision of Economic Empowerment staff members, interns and volunteers. Including recruitment, hiring and staff training and development.
  • Ensure that job expectations and performance objectives are clear for all direct reports and follow up on annual performance review and goal planning process.
  • Serve on the Sacramento Senior Leadership Team, ensuring a cohesive and client-centered approach to all of our programming and leading in creating a cohesive and inclusive culture at the IRC in Sacramento.
  • Implement and oversee long-term career development planning for staff with a special focus on staff retention.
  • Provide internal or external skill development opportunities based on staff interest and client needs.

Program Design and Development

  • Develop and provide recommendations for further program integration as related to bundled economic empowerment services, and with other departments, at IRC Sacramento.
  • Develop and cultivate long term relationships with area stakeholders to identify and expand appropriate partnerships to help with delivery of services.
  • Work with Site Director and development team to design new programming and draft proposals in response to Economic Empowerment related opportunities and across all IRC Sacramento programs.
  • Collaborate with Economic Empowerment teams across NorCal and across the US network to share experiences and innovate in programming collectively.
  • Other related duties as assigned.

Position directly supervises: Economic Empowerment Managers, Coordinators, and staff

Indirect Reporting:Northern California Executive Director
Other Internal and/or external contacts:

Internal: Economic Empowerment Manager will develop working relationships with Finance team, Development, HQ Employment Program teams, Community Engagement, and collaborate with internal programming to support achievement of program goals.

External:Economic Empowerment Manager will develop working relationships with other related organizations, local stakeholders and employers.

Job Requirements:

Education:

A 4-year degree with an emphasis in Business or Not-for-profit Management, Public Administration, International Development Management or an equivalent field of study, preferred.

Work Experience:

  • 5+ years of relevant work experience in Social Service, Non-Profit Management or related fields. Experience should include a minimum of 3 years managing and directing teams.
  • Experience should include responsibilities in social services, economic empowerment, workforce development, public service, or other not-for-profit environments.
  • Excellent understanding of program management principles.

Demonstrated Skills and Competencies:

  • Experience managing teams and monitoring multi-donor funded programs;
  • Experience with budget management and drafting donor reports;
  • Excellent understanding of Economic Empowerment principles as they relate to underserved populations including employment, financial literacy, youth services and their translation into practice;
  • Demonstrated success working and communicating effectively in a multi-cultural environment flexible and able to manage pressure well;
  • Knowledge of state and county workforce development systems;
  • Strong planning, organizational and interpersonal skills;
  • Excellent analytical and reporting skills;
  • Proven ability to contribute both independently and as a key team member;
  • Valid driver’s license, reliable vehicle with current insurance, and the ability to travel throughout the service delivery area required;
  • Proficient in Microsoft Office applications (Word, Excel, Outlook);

Language Skills:

  • Fluency in written and spoken English
  • Fluency in additional language relevant to current refugee populations desirable (Arabic, Farsi, Pashto, Tigrinya, Burmese, Spanish, Amharic etc.).

Working Environment:

  • Standard professional office environment with occasional opportunities to participate in community outreach and workshop events;
  • Reoccurring need to provide services outside of traditional work hours (evenings and weekends)
