Every year, the Alliance provides hundreds of millions of dollars in health system strengthening (HSS) grants and technical support to help countries strengthen their health systems and immunisation programmes and achieve sustainable improvement in the coverage and equity of immunisation. The HSIS team works closely with other Secretariat teams, especially the Country Support team, and a diverse range of Alliance partners (especially WHO and UNICEF) to help countries design and implement this support. Within the Secretariat, the team heads work with partners to develop programmatic approaches in areas including equity, supply chain, data, demand, gender, community engagement, immunisation workforce and programme management; provides hands on support to help countries and Secretariat teams design Gavi’s grants; and to monitor performance and capture and disseminate lessons learned.
The Equitable Immunisation Programmes (EIP) sub-team within HSIS has a critical role in helping deliver the Alliance’s mission of reaching zero-dose and under-immunised children. The team is responsible for coordinating overall efforts across the Secretariat and Alliance to conceptualise and operationalise the equity agenda. This includes developing and scaling up innovative approaches to strengthen delivery of services that respond to the needs of communities, address gender-related barriers to immunisation, and generate sustained community demand for immunisation. The team is also responsible for heading efforts within the Secretariat and with partner to assess how health systems need to be strengthened to deliver vaccines equitably along the life course outside the traditional infant schedule (e.g., HPV vaccine, malaria vaccine) and help to adapt Gavi support accordingly.
THE ROLES
  • Enhance the Gavi Secretariat’s and Alliance capacity and overall integrated approach to Zero-dose and equity;
  • Working closely with Alliance partners and Gavi Secretariat teams, conceptualise Gavi’s approach and investments to help countries identify and reach zero-dose and under-immunized children, including developing and implementing innovative approaches and tools;
  • Provide technical expertise, guidance and capacity-building for Secretariat country teams on strategies to identify and reach zero-dose children, and ensure lessons learned are actively collated and shared;
  • Coordinate work across the Secretariat to plan, implement and monitor the zero-dose agenda and provide regular reports, analytics and updates to the secretariat;
  • Oversee special investments in innovation and learning through the zero-dose Strategic Focus Area;
  • Work with the Head of EIP to convene the Alliance Zero Dose Steering Committee.
MAIN DUTIES/RESPONSIBILITIES
Provide technical support:
  • Coordinate with colleagues in the Equitable Immunization Programmes and the Alliance members to develop policy guidelines, programme funding guidelines and technical guidance tools and approaches to identify and reach zero-dose and under-immunised children, and design tailored innovative approaches for different settings (e.g., urban, conflict, mobile populations);
  • Work proactively with HSIS Country Focal Points in advance of the Full Portfolio Planning and Joint Appraisals processes to ensure that appropriate equity analyses are developed, implemented and monitored and that appropriate guidance is accessible and available to country teams;
  • Work closely with the relevant Senior Country Managers and HSIS colleagues to engage with relevant immunisation system stakeholders at national and sub-national levels to identify challenges and proactively address any delays to improve zero-dose work.
  • Ensure Cross-organizational collaboration:
  • Work with relevant departments within the Secretariat (Monitoring Evaluation and Learning, CSOs, Strategy, Zero-Dose Immunization Programme, Policy Team…) to advance the work on zero-dose and equity;
  • Collaborate with colleagues in the Equitable Immunization Programmes to develop the zero-dose and equity agenda beyond infancy and across the life course (Catch-up vaccination…);
  • Develop and manage programmatic knowledge and data:
  • Ensure robust strategies to strengthen data availability and quality;
  • Capture new knowledge and learning from zero-dose implementation and testing;
  • Review applications and joint appraisals to develop analytics, data for equity, coordinate with the Monitoring, Evaluation and Learning team to monitor indicators, follow trends at the global level, and ensure that timely and robust data are available;
  • Disseminate the learning within the Secretariat, across the Alliance, and through the digital Community of practice platform.
Coordinate Alliance work:
  • With the Head of EIP, manage zero-dose Steering Committee, ensure a timely engagement with the Alliance, develop and follow up on the workplan for operationalisation and monitoring of zero-dose agenda, track implementation and identify risks and necessary course corrections;
  • Coordinate with Alliance members to develop and implement monitoring frameworks and advance the implementation of zero-dose work at global, regional and national levels;
  • Coordinate with Alliance members to develop and promote innovative ways of implementing zero-dose agenda.
Other:
  • Plan and supervise global / regional investments through zero-dose strategic focus area;
  • Engage with a broader range of stakeholders working on zero-dose and under-immunized agenda and identify new opportunities for collaboration and possible synergies;
  • Other duties and activities as required.

QUALIFICATIONS

ACADEMIC
  • University degree in Public Health, Social Sciences, Health Systems, Management, Business Administration or related fields. Advanced degree highly preferred.
WORK EXPERIENCE
  • Minimum of 8 years of experience in roles working on immunization health systems and analytics;
  • Experience working at both global level and in lower middle-income countries is desirable;
  • Demonstrable experience in programme design and implementation, analytics, managing partnerships and multi-stakeholder task forces is highly desirable;
  • Established experience working in diverse, multi-partner environments; experience of working in both public and private sectors is an asset;

SKILLS/COMPETENCIES
Technical:
  • Deep understanding of equity-related barriers to health including demand, gender and community engagement;
  • Demonstrated track record of implementing strategies to overcome equity-related barriers to accessing health or social services;
  • Excellent quantitative and qualitative analytic skills, with ability to evaluate and synthesise complex challenges;
  • Reliable ability to translate data and research into programmatic strategies.

LANGUAGES
  • Written and spoken fluency in English;
  • Fluency in French strongly desired;
  • Fluency in Portuguese and other languages of Gavi-supported countries an asset.
