The Senior Manager for Health Information Management for Student Health uses HIM expertise to perform daily operational management of the HIM Department. This position evaluates the adequacy and effectiveness of internal and operational controls designed to ensure that medical documentation processes and practices lead to appropriate execution of regulatory requirements and guidelines related to federal and state compliance standards. This position will work in concert with Student Health leadership and the Health Information Management technicians to support timely, accurate and complete documentation of students’ clinical records. The Senior Manager assists with the management of reporting and auditing. Responsible for analyzing the findings of performance audit information to build education, identify areas of individual and team performance opportunity and resolve as needed. Serve as a subject matter expert and authoritative resource on interpretation and application of HIM practices and regulations and conducts risk assessments of potential and detected compliance deficiencies, as well as documentation improvement opportunities. The Senior Manager will work with Executive Leadership to implement program strategy to ensure legal compliance and industry best practice.
Essential Duties:
- Acts as leader, mentor and facilitates positive change, growth and comradery within the department.
- Monitors and tracks team performance to identify gaps in coverage and helps to implement resolutions to resolve shortfalls.
- Effectively uses data to evaluate and analyze real-time production in order to drive process improvement and advance outcomes.
- Provides training and educational resources to staff which exemplify mastery of HIM and expertise in problem-resolution.
- Demonstrates advanced knowledge
- Health Information Management: Supervise and lead the Health Information Management department, ensuring efficient operations, adherence to policies, and staff development. Oversee the organization’s health records, both electronic and paper-based, ensuring accuracy, completeness, and compliance with regulatory guidelines. Implement and maintain health information systems, including electronic health record (EHR) platforms, and ensure seamless integration and data accuracy. Collaborate with IT teams to ensure the security and integrity of health information systems and data.
- Release of Information: Manage and oversee the release of patient health information to authorized individuals and entities, ensuring compliance with legal and regulatory requirements. Develop and implement policies and procedures for the proper release of health records, maintaining patient confidentiality and privacy. Review and process requests for health record releases, verifying the identity of requestors and validating authorization.
- Privacy Officer: Serve as the organization’s Privacy Officer, responsible for developing and enforcing privacy policies and practices in alignment with federal and state regulations (e.g., HIPAA, CMIA, LPS Act and FERPA). Conduct regular privacy assessments and audits to identify risks and ensure compliance with privacy standards. Investigate and address privacy breaches, incidents, and complaints, taking appropriate corrective actions. Develop and deliver privacy training and education programs to staff members and ensure awareness of privacy practices.
- Regulatory Compliance: Stay up-to-date with evolving regulations and laws related to health information management, release of information, and patient privacy. Ensure the organization’s compliance with all relevant regulations and standards, including HIPAA, HITECH Act, and state-specific requirements.
- Quality Improvement: Monitor and assess the quality and accuracy of health information management processes, making improvements as needed. Implement strategies to enhance data integrity, minimize errors, and improve efficiency in health information workflows.
- Collaboration and Communication: Collaborate with healthcare providers, administrators, legal teams, and other stakeholders to ensure effective health information management and privacy practices. Communicate and provide guidance to staff and departments on health information management, release of information, and privacy matters.

Required Qualifications:
- Req High school or equivalent
- Req Associate’s degree Associate or Bachelor’s Degree in a related field.
- Additional experience may substitute for Associate and/or Bachelor’s Degree
- Req 3-5 years Experience in the medical field, including HIM proficiency & expertise.
- Req Supervisory/Leadership experience
- Req Knowledge of care delivery documentation systems and related medical record documentation.
- Req Proficiency with Microsoft Applications, including word processing, spreadsheets and presentation software.
- Req Extensive knowledge and experience in reporting software and electronic medical record systems.
- Req Ability to develop and maintain strong, collaborative and supportive working relationships with peers, physicians and other clinical professionals.
- Req Must have demonstrated interpersonal, verbal and written communication skills in dealing with multidisciplinary teams and variety of ongoing activities.
- Req Knowledge of statistical analysis and reporting practices pertaining to quality improvement and program evaluation.
- Req Demonstrated organizational, project management skills.
- Req Ability to be creative and innovative in a high volume work environment.

Preferred Qualifications:
- Pref Specialized/technical training Graduate of an accredited school of registered nursing and/or foreign medical graduate
- Pref 2 years Project management in HIM focused preferred.
- Pref Bilingual preferred.
Required Licenses/Certifications:
- Req Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)
- Req Registered Health Information Technician – RHIT (AHIMA)
The annual base salary range for this position is $95,680.00 – $158,230.00.
