Job Description Summary

This position is responsible for strategic leadership of a divisional team of safety and injury management professionals focused on systematically embedding safety into the culture of Student Housing and Community Services (SHCS) through effective safety leadership, safety and emergency management programming, and health protection and injury management programming. SHCS is a multi-function portfolio consisting of Student Housing, Food Services, Conferences and Accommodations, Parking Services, Bookstore, Campus Mail and Child Care and has in-house support functions including Facilities and Building Services, Human Resources, Finance and Procurement, Marketing and Communication, IT and Safety.  SHCS employs over 2,000 fulltime, part-time and student workers.  SHCS functions within a complex multi regulatory landscape University-wide and requires considerable subject matter expertise, robust and tailored safety, injury and emergency management processes capable of supporting the complexities associated with the largest multi-disciplinary operational portfolio at the University. The incumbent requires an ability to anticipate, identify, evaluate, and control various areas of operational risk across the University in order to create safe SHCS environments for UBC residents, guests, delegates, customers, employees and the community at large. This position provides strategic guidance and leadership in the administration of UBC safety programming to facilitate compliance with regulatory requirements and conformance with safety best practices as outlined in ISO 45001:2018. The position will work with various leaders, campus partners, external agencies and Regulators across UBC sites and campuses to functionally align and implement safety management practices and systems.

Organizational Status

This position reports to the Associate Vice-President SHCS and works closely with SHCS leadership, Safety & Risk Services, and Workplace Health Services to develop, promote and manage health & safety initiatives that serve the SHCS University Community. This position collaborates with personnel in UBC administrative offices as well as UBC facilities, departments, and ancillary operations. The incumbent will represent the University with WorkSafeBC and other external regulatory agencies including; Technical Safety BC, Vancouver Coastal Health (Childcare & Food Safety Divisions), the Canadian Food Inspection Agency, Transport Canada, Vancouver Fire and Rescue Services Inspectors, as well as colleagues involved in occupational safety from other institutions, operational industries and hospitality sectors.

Work Performed

  • Provides strategic leadership for the safety functions within SHCS units. Plans, directs, and oversees safety, injury and emergency management systems, ensuring alignment with UBC policies, procedures, and best practices, and compliance with all applicable regulations;

  • Responsible for leading the development, promotion and management of complex university-wide reaching safety programing to anticipate, identify, evaluate and control safety risks across and throughout the SHCS portfolio;

  • Leads and aligns divisional safety processes with departmental and institutional strategic plans for continual improvement, including alignment and certification to ISO 45001:2018;

  • Manages SHCS Safety budget, ensure SHCS Safety resources are utilized and allocated in an appropriate and fiscally responsible manner;

  • Provides strategic leadership and direction to the team of SHCS embedded safety professionals tasked with developing and administering safe work practices and programming to address complex operational workplace risks and navigate post-event injury management and claims support, in accordance with WorkSafeBC compliance obligations and University leading practices;

  • Hires, trains, evaluates, develops and directly manages a team of embedded Health and Safety professionals including; Advisors and Associates (M&P), and a Safety & Claims Coordinator (CUPE 2950);

  • Advises SHCS unit leaders on appropriate safety processes and programs related to operational safety risks, hazardous agents, unsafe conditions and/or corresponding risk mitigation strategies needed to adequately address potentially unsafe workplace conditions;

  • Provides strategic oversight regarding department-wide Safety Management Systems, including but not limited to workplace hazard identification, evaluation, and control programs, hazard-specific training programs, Workplace Hazardous Materials Information System (WHMIS), Central Accident Incident Reporting System (CAIRS), confined space safety programs, fall protection programs, ergonomic safety, driver training, fire safety, blood borne pathogen/exposure control programs, and violence in the workplace;

  • Provides strategic leadership to the SHCS Joint Occupational Health & Safety Committee and the SHCS Health Safety and Environment Council, tasked with oversight of SHCS multi-unit safety programming;

  • Works with SHCS and UBC leaders to increase health and safety awareness, build risk-competence and integrate contemporary safety systems into daily SHCS processes including but not limited to, participation in working groups, committees or other events;

  • Provides strategic leadership to the team that manages WorkSafeBC, ICBC, and other related claims for SHCS;

  • Builds consensus across SHCS and promotes practices and procedures to support operational goals and needs while assisting compliance with all applicable regulations and legislation, including WorkSafeBC requirements and other applicable regulatory agencies;

  • Leads complex incident/accident investigations when required. Evaluates the quality of SHCS accident investigations and assists management, embedded safety professionals, and safety committee members in the performance of high-quality, non-bias investigations utilizing Human and Organizational Performance approaches;

  • Responsible for overseeing administration of University-wide safety programs within a defined scope in SHCS, including but not limited to Student Residence public access to Naloxone Program and Food Service public access to Stock Epinephrine Program;

  • Responsible for advising SHCS unit leaders on the identification of significant risks arising out of their portfolios and develop strategic objectives, targets and controls to reduce these risks to acceptable levels;

  • Provide strategic support with University Emergency Management endeavours. Acts as a SHCS subject matter expert for emergency preparedness, emergency scene response, and supports continuity planning;

  • Maintains ongoing knowledge of changes to applicable OHS legislation and emerging issues/trends in OHS management systems concepts, and analyses and communicates the impacts to affected groups;

  • Promotes and fosters a safety culture throughout SHCS and the University community:

  • Responsible for managing the development of coherent, integrated risk assessment strategies and safe work programs for hazards identified.

  • Provides guidance, support and advice to departmental leadership and management levels regarding best practices and procedures in regard to health and safety matters;

  • Oversees and coordinates development of safety audit, inspection and assessment processes as needed to ensure consistent messaging to the SHCS and University community as well as overall program alignment with identified, relevant standards and regulations;

  • Act on behalf of UBC in interactions with relevant regulatory agencies;

  • Works collaboratively with Workplace Health Services to maximize the effectiveness of injury, illness and long-term disability claims programs within SHCS;

  • Monitors and analyzes safety trends, incidents, and statistics for the portfolio;

  • Responsible for designing and consulting on program-specific training, risk assessment programs and special initiatives as needed;

  • Performs other related duties as necessary in keeping with the requirements and qualifications of the job.

Consequence of Error/Judgement

This position is accountable for the success and operation of multiple diverse safety programs within SHCS that have a University-wide impact. This position facilitates institutional conformance and compliance to Federal, Provincial, UBC and SRS standards, policies and guidelines, focusing on the requirements from WorkSafeBC, Health Canada, Transport Canada, Technical Safety BC, Vancouver Coastal Health (Childcare & Food Safety) and industry best practices for health & safety. Inadequate safety and compliance measures could result in serious injury to faculty, staff, students, guests, residents and visitors to the University, or failure to comply with federal and provincial legislation in providing a safe working, living and learning environment. The failure to comply with federal, provincial and municipal legislation could involve the legal accountability of officers and administrators of the University, jeopardize University eligibility to receive research funding and damage to the reputation of the University.

Supervision Received

Works in full latitude within an established mandate. Work is subject to periodic review and consultation by the Associate Vice-President SHCS to determine that the quality and quantity of work performed meets established program objectives. The position will the Associate Vice-President SHCS informed of ongoing activities and will consult with the Associate Vice-President SHCS on major problem areas or deviations from established program objectives.

Supervision Given

This position is responsible for direct supervision, including hiring, performance evaluation, discipline and termination of Safety Advisors, Safety Associates and Safety Coordinator. This position will provide functional supervision to staff and student-staff to ensure conformance to institutional & regulatory standards, and provides technical direction, training and advice.
Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of six years experience and at least three years in area of specialization and managerial experience or the equivalent combination of education and experience.

Preferred Qualifications

– Canadian Registered Safety Professional designation (CRSP); 

– Assertive, self-starter, able to work under limited supervision to meet program goals; able to work independently and within collaborative groups;

– Make sound technical decisions; able to apply expert level knowledge of OHS regulations and apply risk-based decision making to a wide variety of work contexts;

– Experience in risk communications;

– Experience responding to public-facing, critical events in a calm and collected manner;

– Training in scene management and response an assets (OFA 3, FR, EMR, PCP); 
– Experience building safety culture within diverse operational and hospitality unionized environments;

– Knowledgeable in technical construction safety and contemporary safety management systems approaches;

– Senior-level report writing, program planning and analytical skills;
– Effective public speaking, presentation and training skills;

– Project management and effective team leadership skills;

– Knowledgeable in contemporary safety systems approaches including, Human and Organizational Performance principles, practice and implementation;

– Ability to work with diverse academic, administrative and union groups with persistence and adaptability;
– Ability to apply standards, policies and procedures to a wide variety of work situations;
– Excellent computer skills (including Microsoft Office Suite, databases and website software);

– Able to wear personal protective equipment such as a hard hat or respirator;

– Class 4 driver’s license.
