Summary

The Senior Managing Director, Humanitarian Program Development and Management leads and oversees the organization’s humanitarian assistance award management function for the Department of Humanitarian Response, totaling over $250m in annual funding.  In this role, you will support the compliant management of donor resources, achievement of the agency’s international humanitarian targets, and stewardship of relationships across Save the Children US (SCUS) and Save the Children International (SCI).

You will be responsible for monitoring Department of Humanitarian Response (DHR)’s portfolio performance against key metrics, strengthening award manager capacities to ensure best-in-class management of the SCUS international humanitarian award portfolio. You will also support the creation and/or refinement of policies and procedures on award management within SCUS as well as the global Save the Children movement.  As a member of the International Programs (IP) and agency’s Expanded Senior Management Teams, you will actively champion a culture of continuous learning and business process improvement and serve on relevant cross-functional teams to promote robust understanding of and engagement on award management trends and issues across the organization.

What You’ll Be Doing (Essential Duties) 

Team Management (30%)

  • Lead a team of 20 individuals including 4 direct reports.
  • Train, develop, coach, lead, and supervise staff, clearly communicating organization, division and department priorities, and how their work contributes to our mission, ensuring that the working environment continually fosters diversity, inclusion, and belonging – supporting Save the Children values.
  • Proactively budget for and in partnership with the People and Culture team, recruit permanent and temporary staff, and consultants to meet workforce and professional development needs.
  • Model and uphold a team culture of knowledge management and sharing. Advise, guide, and mentor team members, including managers, as they troubleshoot challenges and develop plans to proactively address issues.
  • In coordination with Humanitarian Portfolio Sr. Directors, oversee the optimal and efficient allocation of portfolio assignments, critically analyze portfolio needs, level of effort and support provided to country offices (COs), and recommend workforce needs and process improvements for effective and compliant management of portfolios.

Award and New Business Management (30%)

  • Lead efforts to meet annual international humanitarian funding targets for funding from BHA and BPRM, and support efforts to meet funding targets from private sources, ensuring effective engagement with Save the Children country offices and technical advisors leading to the submission of high quality and successful funding proposals.
  • Engage with SCI and provide strategic donor information to key colleagues to help them engage with donors to identify fundraising opportunities and overcome operational impediments.
  • Identify sector wide trends within and across donors to find new opportunities and promote Save the Children’s responsiveness to donors.
  • In coordination with the Managing Director of Humanitarian, Finance & Compliance, oversee SCUS’ humanitarian award management function, in collaboration with SCUS Grants and Contracts and Philanthropy and Partnerships teams, and in alignment with SCI. Ensure standardizing and continuously improving processes, strengthening DHR award manager capacities, and strengthening strategic linkages and interdependencies between technical colleagues and award management functions.
  • Ensure effective management of the full life cycle of humanitarian awards, and global awards.
  • Lead and participate in working groups to inform Save the Children’s design of tools and processes that improve award management tools, guidelines, and procedures.

Leadership and Strategy (20%)

  • Oversee the Department of Humanitarian Response Humanitarian Portfolio Unit, ensuring SCUS provides strong and strategic new business development and award management support to country offices using an accountability driven customer service approach that promotes country-level leadership and ownership for a portfolio totaling over $250 million in award funding per year.
  • Alongside Head of DHR, support strategic donor engagement with representatives of US Agency for International Development’s (USAID) Bureau of Humanitarian Assistance (BHA), US State Department’s Bureau of Population, Refugee and Migration (BPRM), private foundations, as well as other funders and humanitarian leaders, ensuring that Save the Children is well positioned as a humanitarian partner of choice.
  • Working closely with the Head, DHR, engage with SCUS’s Senior Leadership Team and SCI’s Humanitarian Leadership Team regarding priority humanitarian responses and formulate a comprehensive and timely support by SCUS to responses
  • Oversee Humanitarian Program Portfolio budget and work plans, allocating and deploying resources to support achievement of Department, Division and agency objectives.
  • Actively contribute as a member of the DHR Senior Management Team and IP and SCUS Expanded Management Teams to the execution of Save the Children’s strategic plan and the continuous improvement of business operations.
  • Serve as a member of the agency’s Humanitarian Business Team, playing an active role in creating and implementing the team’s strategy and agency-wide annual planning and budget development.
  • As designated by the Head of DHR, serve as their representative on cross-Member discussions on humanitarian award management to facilitate the creation of policy, procedure and/or practice across the Save the Children movement.

Risk Management (10%)

  • Oversee the tracking, resolution and as needed escalation of risks impacting the SCUS humanitarian award portfolio in collaboration with IPG, Grants and Contracts, Finance and SCI stakeholders.
  • Ensure SCUS navigates awards in high-risk countries with strong compliance and mitigation measures.

Save the Children International (10%)

  • As designated by the Head of DHR, serve as their representative on cross-Member discussions on humanitarian award management to facilitate the creation of policy, procedure and/or practice across the Save the Children movement.
  • Serve as a representative on key cross-Member and cross-functional teams in support of SCUS and SCI global movement objectives.

Required Qualifications

  • Minimum of a Bachelor Degree or equivalent experience, plus at least 13 years of relevant experience
  • Proven experience within humanitarian context with increased responsibility of USG award management
  • Demonstrated success in raising substantial funding from relevant humanitarian donors including strong knowledge of USG humanitarian funding modalities and compliance.
  • Successful experience leading, managing and developing high-performing teams, including strong managerial knowledge and skills to provide direction and support staff professional development and retention.
  • Proven ability to manage ongoing change in external and internal environments in an effective and transparent manner, while promoting staff engagement and morale.
  • Demonstrated ability to think and act strategically and proven ability to exercise independent judgment and discretion on significant matters with minimal guidance
  • Willingness and ability to travel internationally up to 20% as required, including to humanitarian response settings.
  • Demonstrated ability to successfully communicate and collaborate with individuals and teams at all levels, both internal and external.
  • Professional proficiency in MS Office suite
  • Professional proficiency in spoken and written English
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally
  • Demonstrated commitment to fostering and maintaining and environment of diversity, inclusion, and belonging.

Preferred Qualifications

  • Master’s Degree in International Relations or International Development or equivalent.
  • Experience with USAID/BPRM awards is a desirable advantage
  • Professional proficiency in a second language (Spanish, French, or Arabic preferred).
  • Expert level technical and/or managerial knowledge, skills, and experience to lead a department or region, or to provide technical advice, guidance and direction related to large programs.
  • Passion for humanitarian programs, coupled with strong business acumen and a pragmatic grasp of Save the Children’s core mission.

Compensation

Save the Children is offering the following salary ranges for this position, dependent on candidate location:

  • Geo 1 – NY Metro, DC, and other locations with labor costs significantly above national average: Target Salary for this position is $156,400 – $174,800 base salary
  • Geo 2 – Locations around the US National Labor Cost Average: Target Salary for this position is $141,950 – $158,650 base salary
  • Geo 3 – Locations significantly below the US National Labor Cost Average: Target Salary for this position is $127,500 – $142,500 base salary

Actual base salary may vary based upon, but not limited to, relevant experience, base salary of internal peers, business sector, and geographic location (more information on job structure is available here). Employee may be eligible for an incentive program.  Save the Children also offers paid vacation, accrued at least 12 days a year, depending on paygrade and length of service, paid safety and wellness leave of at least 1 day per month worked for a full time employee which is pro rata reduced for employees working less than a full time schedule, and at least 10 paid holidays a year. Employees may be eligible for additional bonus compensation.
