Context/Reporting line:

Under the overall supervision of the Monitoring and Evaluation Officer and the direct supervision of the National Monitoring and Evaluation Officer, the incumbent will perform the following duties:

 

Core Functions / Responsibilities

  1. Support the management of the day-to-day running of the MEAL Information Management
  2. Support the identification, development, implementation, testing of technology solutions for MEAL and related project and Programme management systems.
  3. Support the development and repository of data collection tools accurately including, but not limited to, the KOBO Toolbox.
  4. Train the relevant MEAL staff on the tools and data collection devices.
  5. Design and develop databases, queries, functions, scripts, and stored procedures to process data and analysis.
  6. Comply with IOM data protection policies and align with Mission- level standardized system
  7. Provide the data analysis requirements for the MEAL
  8. Support and lead data quality control/assessment of the MEAL Unit and participate in development of relevant SoPs.
  9. Conduct data validation and cross-checking activities to improve the quality of produced
  10. Provide technical support towards innovative data collection, management, and analysis solutions to ensure effective monitoring and evaluation of IOM projects.
  11. Support in data interpretations both qualitative and quantitative, using visualization solutions including, but not limited to M.S Power Bi, Adobe suite, and GIS solutions.
  12. Support in generating report templates layouts, compliance with the different MEAL’s reporting requirements.
  13. Support the effective use of designated information systems, including the IOM Iraq Datacenter Portal, and other database tools to manage the implementation of information management
  14. Support the preparation and develop of analytical tools and reports for program activities using available
  15. Support the implementation of backup/restore facilities, data validation and security procedures to ensure data integrity and availability.
  16. Visit field offices to provide technical support on the usage of information and database
  17. Perform such other duties as may be

Qualifications & Preferred Skills

Education:

  • University degree in Information Management, Information Systems, Computer Science, or a relevant field of expertise from an accredited academic university or

Experience and Skills:

  • At least 4 years of relevant work
  • Experience in data collection, analysis, and data quality
  • Extensive experience in using data entry and data collection tools as well as database
  • Experience in and good understanding of monitoring and
  • Experience with an international organization
  • Advanced skills in (MS Office especially excel, Power Bi, Mobile Data Collection, database applications, and graphic design solutions).
  • Critical thinking, analytical and problem-solving
  • Strong attention to details and ability to take
  • Good interpersonal and communication

 

Languages:

  • Fluency in English, Kurdish and Arabic is required.
