ADPC is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific. Established in 1986 as a technical capacity building center, ADPC has grown and expanded its role to be for scientific, educational, developmental and humanitarian purposes. ADPC employs a wide range of professional expertise typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner.

ADPC develops and implements cross-sectoral projects/programs on the strategic themes of risk governance, urban resilience, climate resilience, health risk management, preparedness for response and resilient recovery. Our strategic themes are complemented and underpinned by the cross-cutting themes of gender and diversity, regional and transboundary cooperation as well as poverty and livelihoods.

Through its work, ADPC supports the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, the Sustainable Development Goals (SDGs), the New Urban Agenda, the United Nations Framework Convention on Climate Change, the agenda defined at the World Humanitarian Summit in 2016, and other relevant international frameworks.

B. Department Introduction:

The Geospatial Information (GEO) Department supports stakeholders to increase their uses of geospatial technology, data, and information for supporting decision making related to disaster risk management and climate resilience. The department supports all thematic areas of focus of ADPC to achieve their goals, mainly through:

  • Increased accessibility and technical capacity to develop, maintain, and use geospatial information including disaster and climate risk maps, forecasted and real-time disaster data for early warning, and damage data for post-disaster assessment and recovery planning,
  • Increased awareness by decision makers on applications of geospatial information in disaster risk management and climate resilience decision making, and
  • Geospatial solutions, such as maps, tools, models, and data, customized to the demands of stakeholders

C. Statement of Intent:

The Senior Monitoring, Evaluation, and Learning (MEL) Specialist takes full responsibility and leadership on the monitoring, evaluation, and learning activities of all of GEO projects. The Senior MEL Specialist will also act as the MEL Lead for the SERVIR Southeast Asia project. In addition, he/she will work closely with the ADPC M&E Specialist, and even lead activities as needed, on the ADPC-wide M&E functions, to specifically ensure that the results from the GEO department align with and contribute to the overall work plan and M&E Framework of the organization. He/she reports directly to the Director of the GEO Department.

D. Required Qualifications:

Required Qualifications and Specifications

The Senior Monitoring, Evaluation, and Learning Specialist (Senior MEL Specialist) will have the following minimum qualifications:

  • At least a Master’s level degree in Monitoring and Evaluation, International Development, Economics, Statistics, Research Methods, Social Science, Business Administration, or other field relevant to this position
  • At least 8 years of professional experience, 6 of which must be directly in Monitoring and Evaluation, 3 of which must be with international organizations
  • Familiarity with M&E systems of key development partners such as USAID required
  • Familiarity with Economic Impact Assessments (EIA) desired
  • Familiarity with the geospatial information related work of ADPC desired
  • Proven record of productive engagement and collaboration with donor agencies
  • Strong written and verbal communication skills in English. Knowledge of at least one official language from the Southeast Asian countries is an advantage
  • Work experience in Southeast Asian Countries will be essential
  • Willingness to commit to further training and development as required

E. Duties and Responsibilities:

Program Responsibilities:

  • Formulate, maintain, and update the Monitoring, Evaluation, and Learning (MEL) plans for all of the GEO projects – currently including the SERVIR SEA project, the SDC-funded Addressing Climate and El Nino-related Risks in Southeast Asia (ACER-SEA) project, but more can be assigned by the supervisor
  • Take responsibility on the monitoring, evaluation, and learning of all of the GEO projects
  • Establish and update baseline data and targets for indicators included in the SERVIR Southeast Asia result framework as well as for other GEO projects, as applicable
  • Undertake activity-related MEL of impact in order to generate data required for regular reporting of activities
  • Supervise other staff, interns, and consultants in the area of monitoring, evaluation, and learning, as guided by the supervisor
  • Develop strategies and instruments for data collection and data quality monitoring on all performance indicators within the GEO Department
  • Liaise with donors such as USAID on updating Development Information Solution (DIS) System related to SERVIR Southeast Asia activities and results
  • Cooperate with potential third-party evaluators to develop statements of work for evaluations and design evaluation process, as necessary
  • Conduct internal evaluations according to the ADPC Evaluation Policy, as necessary
  • Responsible for learning activities and data quality assessments (DQAs) to ensure quality control of data analysis and reports
  • Provide inputs for project progress reports and work plans
  • Review and edit reports drafted by other staff and partners as needed/assigned
  • Represent the GEO Department and its projects, including objectives, activities, and achievements as needed and assigned in meetings, workshops, conferences, and other events
  • Support SERVIR Southeast Asia communication efforts, especially in capturing success and impacts
  • Be the SERVIR Southeast Asia’s point of contact for SERVIR Guidebook and Service Planning Database
  • Provide inputs into other strategic and planning processes of the department and its projects as requested
  • Travel as needed to countries where GEO implements projects to conduct MEL activities.
  • Support the Director of the GEO Department in project development.
  • Support the Director of the GEO Department in increasing and improving uses of geospatial science in ADPC.

G. Reporting Relationships:

The Senior MEL Specialist will report to the Director of the Geospatial Information Department.
