As part of the reorganization of the technical departments, a new Programming entity is created. Within this entity, the Senior Officer DGA-PM-CS Approach (Age-Gender-Disability Intersectionality, Transverse Protection, Conflict Sensitivity) contributes to the implementation of the HI mandate and strategy by ensuring the coordination of the operational deployment of the DGA-PM-CS Approach in HI projects.

The Senior Officer will be responsible for implementing the DGA-PM-CS Approach in projects, working closely with the Sectors responsible for each of the approaches.

The DGA-PM-CS Approaches Desk is made up of a Senior Officer who leads the Technical Specialists of the Sectors responsible for the content of the Approach and its operationalization; it is within the Programming entity which includes two Senior Officers.

The objectives of the position will be:

Responsibility  Technical expertise

  • Define a framework and standards on the technical know-how associated with the DGA-PM-CS Approach
  • Organize coordination between the Global Specialists in charge of each of the three approaches to draft the integrated DGA-PM-CS framework documentation containing HI norms and standards;
  • Ensure the complementarity of standards and norms between HI Sectors;
  • Deploy documentation and ensure its dissemination to Sectors and Programs.
  • Contribute to the improvement of technical know-how through the development of lessons learned in operationalization
  • Identify strategic learning questions to follow;
  • Organize with the network of TUM/THoP (Technical Unit Manager / Technical Head of Program) and Global Specialists from all Sectors feedback loops and technical learning linked to implementation in projects (including capitalization and evaluations);
  • Organize coordination between the Global Specialists in charge of each of the three approaches to develop the integrated DGA-PM-CS framework documentation.

Responsibility Operations Support

  • Provide strategic technical advice
  • Support TUM/THoP and programme operations with strategic technical advice within the framework of StratOp including transition periods between emergency and development intervention;
  • Support Global Specialists in their technical contributions to the development, review and appropriation of the DGA-PM-CS Approach by field specialists and TUM/THoP;
  • Support Global Specialists in their strategic and technical support for projects
  • Monitor the quality of implementation of the DGA-PM-CS Approach and report to the Programming Steering Committee on the proper implementation of the DGA-PM-CS Approach in the Sectors and programs.
  • Ensure control of the technical quality and relevance of HI activities falling within its scope of action
  • Support specialists (Global, field) to carry out assessments or audits on the quality of implementation of the DGA-PM-CS Approach;
  • Monitor the implementation of audit recommendations.

Responsibility Influence:

  • Contribute to the prestige and international influence of HI’s expertise in its sector of activity
  • Ensure that sectoral Global Specialists include HI’s technical expertise in the implementation of the DGA-PM-CS Approach in their influence actions within their networks, communication and scientific publications;
  • Coordinate with the Global Specialists in charge of each of the three approaches the support of these sectoral Global Specialists on the content of their messages.

Responsibility Skills development and management:

  • Facilitate the professional development of technical management
  • Ensure the animation of a community of practice around the implementation of the DGA-PM-CS Approach;
  • Identify training needs, organize and build training content and deliver training.

Responsibility  Contribution to HI Programming:

  • Support the Senior Programming Officer in his missions
  • Contribute according to the time available to
  • the development of the HI Programming Strategy;
  • the operational implementation of the Programming strategy;
  • the technical operational interface to the Programs;
  • the orchestration of technical-Landlord interaction;
  • Carry out the duties of the Senior Programming Officer during his absences.

Accessibility Of The Workplace:

The premises are easily accessible by public transport (bus, metro). A car park and a bicycle park are also available. Within the building, access ramps and elevators guarantee better circulation. All workstations are located in Open Space but boxes are available on each floor to work in peace if necessary. The workspace is very bright.

  • You have real technical expertise in one or more of the technical areas covered

  • You know the professions, sectors and countries where HI operates
