GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global and services, focus on delivering bankable projects and programs that are aligned to countries’ development priorities. GGGI’s Pacific Regional Office supports all 14 Pacific Island Countries (PICs) to develop policies, regulations, strategies, roadmaps, investment mobilization, and capacity building to support climate action and transition to green growth model of development by ensuring that gender, environmental and social safeguards, gender equality, women’s empowerment, poverty reduction and social inclusion are mainstreamed in GGGI’s Pacific country programs under the framework of GGGI Pacific Regional Strategy 2023-2027 and respective Country Planning Frameworks (CPFs).

 

POSITION SUMMARY

In close collaboration with the GGGI Pacific Regional Office, the Gender Equality and Social Inclusion (GESI) Senior Officer will support the implementation of GGGI’s GESI objectives in programs, projects, and plans by working in close collaboration with the Pacific Regional office, Pacific country teams and GGGI’s Climate Action and Inclusive Development (CAID) unit based out in the Headquarters.

 

PURPOSE

The role of the GESI Senior Officer will focus on a range of duties including, but not limited to, the following:

  • Contribute to ensuring mainstreaming of gender, poverty reduction and social inclusion in GGGI’s sector and thematic policies, strategies, and operational plans across the Pacific.
  • Carry out the preparation of selective regional project gender and social development analysis and assessments.
  • Strengthen implementation of environmental and social safeguards into GGGI’s project cycle management in Pacific.
  • Lead the design and monitoring of program results as they relate to gender and social development outcomes and outputs in the Pacific.
  • Analyze and prepare knowledge products and services on social development and gender issues of importance, such as studies on current and emerging issues, operational tools (sector checklists and toolkits), and best practices.
  • Design capacity development/training materials and programs for staff and government partners.
  • Identify and build institutional partnerships and champions in government, private sector, and civil society to strengthen GGGI’s social dimensions of green growth in the Pacific.
  • Support the integration of GESI in resource mobilization, climate finance mobilization, donor mapping, and proposal development across the Pacifics.
  • Support (pre) feasibility assessment of green investment/infrastructure projects and programs engaging all relevant stakeholders on gender equality, poverty reduction and social inclusion aspects.

ENGAGEMENT

To fulfill the mandate of this role, the GESI Senior Officer must be able to communicate and collaborate effectively with a diverse range of people within and outside of GGGI. S/he is expected to:

  • Advise and support GGGI Pacific teams to better integrate gender equality, poverty reduction and social inclusion aspects in projects and country programs.
  • In cooperation with the Pacific country teams, advise government partners to better integrate safeguards, gender equality, poverty reduction and social inclusion aspects in national green growth strategies and plans.
  • Demonstrate success stories in GESI and their relation to green growth to staff, government partners, donors, and external stakeholders.
  • Coordinate with the Gender and Social Development Senior Officer at HQ to align with GGGI global practices.
  • Disseminate GGGI’s GESI global knowledge by organizing knowledge and learning events, use of media and website, and represent GGGI in external events.

 

DELIVERY

In close cooperation with the Pacific Regional Director, the GESI Senior Officer is expected to:

  • Conceptualize, design and implement methodologies for GESI assessment across Pacific programs and programs and lead GESI incorporation in supporting country needs.
  • Lead the application of GESI principles across project ideas, detailed proposals and investment plans.
  • Monitor and verify environmental and social safeguards in current projects and ensure integration in new projects.
  • In coordination with the CAID Unit, deliver GESI capacity development program to Pacific country teams and government partners
  • Support the development of communication materials that demonstrate stories of change from incorporating gender and social development objectives in green growth for staff, government partners, donors and other key stakeholders in the Pacific.
  • Implement GGGI’s GESI policies and tools across programs and projects
  • Formulate knowledge products, especially on social development and gender issues, and devise M&E mechanisms to support mainstreaming and delivery of positive gender and social development outcomes in GGGI Pacific programs and projects.

 

REQUIREMENTS

QUALIFICATIONS

  • Master’s Degree or equivalent in Gender Studies, Sociology/Anthropology/Social Development, International Development/Affairs, Public Policy, Economics, Human Rights, or other social science preferably involving gender studies. Undergraduate degree in these subjects combined with specialized experience in similar organization/s may be considered in lieu of a master’s degree.
  • At least 7 years of relevant experience in GESI. The application of gender and social development related to environmental or green growth issues will be considered particularly relevant including substantial experience in design, monitoring, and evaluation of gender projects.
  • Experience working directly with one or more departments of multilateral or bilateral development institutions in developing countries is desirable and would be an advantage.
  • Experience in one or more of the GGGI Pacific priority themes (blue economy, sustainable energy, sustainable landscapes, climate adaptation) and/or inclusive finance/inclusive business models will be considered an advantage.
  • Experience with environmental and social safeguards is an advantage.
  • Demonstrated ability to formulate project proposals in compliance with requirements of gender and social inclusion.
  • A good understanding and high interest on issues relevant to green growth that depend upon GESI integration
  • Excellent ability to initiate collaboration across divisions and work effectively and constructively with people from diverse cultural and professional backgrounds.
  • Excellent written and verbal English communication skills is a must.
  • Willingness to travel within the Pacific.

WORKING CONDITIONS

This is an X9, national grade level in GGGI’s salary scale. For X9 Fiji national grade, the base salary starts from USD 39,694. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
