Organizational Context
The purpose of the Norwegian Red Cross Regional Office (RO) is the regional implementation of the international strategy through strategic resources allocations to priority countries and humanitarian emergencies.
- The RO is responsible for strategic partnership management in the region, and contributions to promoting humanitarian diplomacy priorities and external relations.
- The RO is responsible for Movement coordination in the region, and contributions to preparedness for emergency response operations with ICRC/IFRC. This includes mobilization and use of global tools and capacities.
- The RO is responsible for resource allocation to partner countries based on needs and in accordance with donor requirements. This includes securing regional support for scaling up emergency operations and filling human resources gaps.
- The RO contributes to resource mobilization and grants management in the region.
- The RO is responsible for control and quality assurance of finance management in the region according to grant requirements and finance and administrative regulations.
- The RO contributes with support services to CO. This comprises logistics management, human resources support for national staff, and other administrative services.
- The RO contributes to technical quality assurance of programmes in close coordination with the Technical Unit.
Job Purpose
The Senior Officer, Regional Logistics Coordination is accountable for the logistics and procurement performance across Asia region based on the strategies and objectives set by the Norwegian Red Cross.
Job Duties and Responsibilities
Strategic Responsibilities
- Coordinate procurement processes in the region in accordance with Norwegian Red Cross standard procurement practices.
- Logistics management, herein relevant fleet and warehouses, to enable the efficient functioning of Norwegian Red Cross offices and operations.
Operations Responsibilities
- Support the RO and COs to maintain an updated supplier database and ensure purchased goods meet international standards and local market conditions.
- Liaise with suppliers and service providers to ensure timely and effective delivery of goods and services to Norwegian Red Cross supported activities at CO level.
- Collaboration and Coordination with other regional RCRC Movement actors in the procurement and logistics of medicines and medical equipment.
- Prepares request for payments ensuring the full supporting documents are in place and ensures that payment requests are signed in accordance with Norwegian Red Cross accountability matrix.
- Quality assures all procurement processes done through by the HNS working with Norwegian Red Cross working advance and cash transfer modalities.
- Coordinates country-specific procurement plans and ensures timely delivery as per operational needs and donor requirements.
- Supports technically relevant logistics personnel in Norwegian RC Country Offices.
- Coordinates capacity building for Norwegian Red Cross and HNS staff on procurement processes.
- To facilitate implementation of procurement policies and procedures, to ensure the procurement guidelines and policies are fully understood, communicated, and locally applied.
- Provide consultation to regional and country general management to ensure support for operational procurements.
- Support the improvement of local/Regional procurement systems to enhance efficiency, compliance, and processes.
- Monitors and assesses risks associated with logistics components of Norwegian Red Cross supported programs.
- Manages all fleet activities, including maintenance, and ensure compliance with driving rules and regulations.
- Oversees Norwegian Red Cross prepositioned goods and provides warehouse training as needed for country office staff and national society partners.
- Supports Norwegian Red Cross supported emergency response missions.
- Represents Norwegian Red Cross in logistics meetings and related matters.

Collaboration
- Close collaboration with the FGU to ensure compliance with Norwegian Red Cross rules and regulations.
- Close collaboration with other Regional Logistics Coordinators to ensure effective trouble shooting on procurement and logistics management across globally.
- Regular communication with Global Disaster Management Unit, and other HQ units as relevant
Mission Specific Responsibilities
- Keep abreast of the development of pharmaceuticals and medical devices relevant to operational needs
- Coordinate with the NorCross Country Offices, the IFRC and ICRC for the procurement of medical supplies.
- Develop and strengthen supplier database for medical supplies/sourcing options (suppliers, wholesales/distributors).
- Where needed (but not limited to), explore the possibility of conducting market research/es to support the future medical supplies related requests.
Education
Required
- University Degree in Logistics Management, Business Administration, or equivalent professional experience in logistics management.
Experience
Required
- 5 to 7 years of experience in medical or water & sanitation logistics for international humanitarian operations is an asset.
- At least 5 years of proven track record of logistics operation management.
Knowledge, Skills and Languages
Required
- Proficient in regional healthcare procurement process is an added advantage
- Proven ability to solve problems and overcome legal or operational challenges
- Ability to establish priorities, manage work plans, and present concise logistics operations reports, and other supporting documentation.
