Overview

Jhpiego seeks a Senior Officer Surveillance, Monitoring and Evaluation for the anticipated USAID Gambia Malaria Elimination Activity (GMEA). GMEA, a five-year, $13 million project, will provide support to the Gambia Ministry of Health (MoH) through the National Malaria Control Program (NMCP) to accelerate progress towards achieving malaria elimination in The Gambia. The GMEA Activity will provide implementation support and technical assistance on malaria case-based surveillance and response for elimination, support enhanced cross-border collaboration between The Gambia and Senegal particularly focused on data sharing and coordination of interventions, and strengthen the NMCP’s capacity to coordinate, manage and sustain malaria elimination and control approaches. Additionally, GMEA will optimize delivery of malaria services through community-based approaches to address remaining gaps in intervention coverage or quality for achieving elimination.

The Senior Officer Surveillance, Monitoring, Evaluation & Learning  will design and implement malaria surveillance systems to track disease incidence and prevalence, maintain databases for the collection, storage, and analysis of malaria data and monitor and evaluate the effectiveness of malaria prevention and control programs. Conduct data analysis and generate reports to inform decision-making and policy development and provide technical support and training to local health authorities and program staff on SME&L practices. Develop and implement learning strategies to ensure continuous improvement of malaria programs and collaborate with stakeholders, to align efforts and share best practices. Ensure data quality and integrity through regular audits and reviews.   

This position is contingent upon donor award and is for Gambian nationals only.

Responsibilities

  • Contribute to the strategic direction and outcomes of defined project activities
  • Collaboratively implement a system to monitor technical quality of project activities
  • Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
  • Develop or adapt guidance documents, toolkits, training materials to ensure robust monitoring and reporting systems
  • Identify capacity needs for these groups and assist in the design and implementation of measures to address capacity gaps.
  • Provide technical leadership in the development of the project strategic plan, work plan, and project monitoring, in close collaboration with other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award
  • Work closely with the Chief of Party and SMCEA to set project priorities and directions, and responding to requests for support from local counterparts;
  • Supervise M&E staff in design and implementation of a plan to track data/results related to humanitarian emergencies to inform adjustments in project implementation
  • Document successes, lessons learned and challenges in implementation as well as report project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Document and maintain an inventory of successful tools and approaches for humanitarian emergencies
  • Author/co-author abstracts, presentations, and articles for journals and conferences
  • Collaboratively develop tools for operationalizing guidance on multi-sectoral integration and mainstreaming for ID and pandemic responses
  • Develop and maintain a project dashboard
  • Collaborate closely with Jhpiego’s Global/Regional MERL team and Technical Advisor/s

Required Qualifications

  • Bachelor’s degree with 6+ years’ experience in public health implementing monitoring and evaluating progress towards targets.
  • Master’s degree in in epidemiology, statistics, implementation science will be an added advantage
  • Ability to process and analyze data using one or more qualitative and quantitative statistical software packages (e.g., SPSS, Epi-Info, Stata)
  • Demonstrated experience with a mix of practical technical skills in measuring response to emergencies
  • Demonstrated experience in establishing monitoring, evaluation and surveillance systems and training others in their usage and implementation.
  • Skilled in at least two or more of the following technical areas: indicator-based surveillance, event-based surveillance, monitoring and evaluation of service delivery projects, or implementation science, geospatial mapping.
  • Demonstrated in-depth understanding of humanitarian emergency healthcare systems, particularly the public health system, experience living and working in humanitarian emergency settings preferred
  • Familiarity with USAID’s reporting, administrative, management and procedures and systems
  • Proven track record managing a project team composed of several technical experts and fostering teamwork
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent verbal, written interpersonal and presentation skills in English as well as French, Spanish, and/or Portuguese.
  • Proficiency in Microsoft Office suite, PowerBI
  • Fluency in English is required.
