Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.

Job Summary
INSO is looking for three experienced, pro-active and solutions focused Senior Operations Advisors (SOA) with extensive experience in humanitarian field operations (procurement, assets, IT, facilities and fleet management) to support INSO Country Offices. At least one role requires fluent French.
Reporting to the Deputy Director of Operations, you will work closely with the country Operations Managers (OM) to mentor and provide an operational help desk function, review high value procurements, leases, etc. You will serve as the HQ Operations technical referent for countries in your assigned region. This position is based at our Headquarters in The Hague, Netherlands with travel to the field.
Main Responsibilities
- Act as focal point and mentor to country Operations Managers by providing advice and support across the range of operations activities.
- Serve as the technical referent in the recruitment of country Operations Managers and ensure effective on-boarding and mentoring.
- Actively support the country office during the Annual Planning phase and integrate Operations objectives into overall strategies.
- Support country Operations Managers to ensure compliance with INSO and donor regulations.
- Follow-up on audit reports to deliver solutions to identified Operations issues in country offices.
- Act as an effective ambassador for the Operations department, communicating positively and professionally to develop strong working relationships.
- Ensure the application of internal control systems to mitigate fraud and corruption.
- Conduct country office visits to address areas requiring support to strengthen Operations function and capacity.
- This position will also be part of the INSO Emergency Response Team for deployment in mission start-ups in emergency situations.
Requirements
- A university qualification in a relevant field such as logistics, procurement, supply chain management, business administration or a technical field.
- Minimum 6 years of international humanitarian aid experience.
- Minimum 2 years in a senior NGO support role managing complex multi-site, international operations with demonstrable experience across mission start-up and support in high-risk contexts.
- Experience working within major donor guidelines: ECHO, BHA, FCDO, SDC, etc.
- Experience with implementing organizational policy and procedures and conducting training.
- Work experience in any of the countries/regions INSO is located.
- Willingness to travel to INSO field sites.
- Fluency in English.

- Another language such as French, Arabic, Spanish, or Portuguese
- Familiarity with INSOs vision, mission and values.
- Experience in humanitarian emergency start up deployment and operations.
- Experience in delivering training and mentoring.

Salaire
Terms & Conditions
Fixed-term (renewable) full-time contract based in The Hague, Netherlands. It is a Dutch contract based on the Dutch social security and taxation rules with a €5,610 per month gross salary + 8% vacation pay (vakantiegeld) and 2.5 days annual leave per month. We provide Basic Premium ONVZ health insurance in the Netherlands and travel insurance when travelling for work. This position is eligible for a Highly Skilled Migrant visa and relocation allowance.
