The Senior Operations Advisor – Partnerships (SOAP) plays a vital role in globally supporting the use of DRC tools and policies by ROs and COs. Working within OSO alongside other Senior Operations Advisors and the Senior PCM Advisor (SPCMA), the SOAP provides essential assistance for risk management and global learning related to localisation. Collaborating closely with the Global Risk Management Advisor (GRMA), the LU, and Task Force for Operationalisation of Partnership Ambitions, the SOAP contributes significantly to shaping DRC’s strategic direction for localisation by coordinating the development of tools, policies, and processes.

- Mapping and assessing donor compliance requirements for partners with the Institutional Donor Unit.
- Identifying global needs for contractual partnership modalities with the Localisation Unit and stakeholders.
- Scoping compliance requirements and propose risk mitigation measures for identified partnership modalities.
- Ensuring consistent global adoption of contract templates by COs and provide direct support in negotiating contract terms.
- Engaging with global humanitarian organisations to understand compliance approaches in contract templates for local partners.
- Supporting COs and ROs in meeting risk management responsibilities related to localisation, working closely with SOAs.
- Ensuring lessons are drawn from the implementation of the localisation policy, in order to contribute to policy and process development in coordination with the GRMA.
- Providing training sessions to enhance COs’ and ROs’ proficiency in utilising the Risk Management Framework and Risk Registers within partnership contexts.
- Extracting global learning from OSO and support planning and action for internal and external audit follow-ups related to localisation.
- Actively contributing to shaping , the Partnership Compendium for PCM Field Guide Version 3 in close collaboration with the SPCMA and LU
- To be successful in this role, we expect you to have a solid background in various operational functions. Additionally, you must demonstrate a capacity to translate field experience into operational support for offices.

Required:
- Minimum 7 years’ experience in the humanitarian/development sector.
- Solid experience in various operational functions, with a focus on local partnerships.
- At least 3 years of field experience in a coordinator/management position.
- Ability to translate field experience into operational support for offices.
- Sound understanding of the humanitarian system and localisation.
- Excellent communication skills in written and oral English.
- Willingness and ability to travel up to 30 days a year.
