Function prerequisite:
The Senior Operations officer is part of the programme operational team and is to support the Operations Manager with operational administrative related work. The position requires:
Good knowledge of office administrative procedures.
Have an extensive knowledge of Mine Action clearance operations being conducted in Iraq which include: None technical Survey, Explosive Ordnance Risk Education, Technical Survey, Battle Area Clearance, Manual Mine Clearance, EOD spot tasks and legacy ISIS IED Clearance
Good ability in the use of MS Office: Excel, Word, Outlook, PowerPoint
Great interpersonal skills and the ability to communicate directly with both international and national staff.
Must be able travel throughout Iraq when required.
Responsibilities:
General responsibilities
Assist the Operations Manager in fulfilling his duties
Act a as an interpreter and driver for the Operations Manager
Liaise with national stakeholders on operational issues.
Specific duties
Liaise with the Directorate of Mine Action and other stakeholders on behalf of the Operations Manager and NPA when required
Act as a translator when required, translating all correspondence to and from the DMA
Act as driver for Operations Manager when required
work with senior operational staff to generate operational plans in absence of Operations ManagerTravel with the Operations Manager to field locations as required
Become a focal point for operational enquiries from external national run organisations
Develop weekly Operational forecast with OM to be sent to the DMA weekly
Work with the Operations Manager to develop and translate the NPA/DMA Activity implementation plan which is to be submitted to DMA when required
Liaise with the DMA to organize operational visits to field locations on behalf of the Operations Manager
Update Office tools for tracking of operational teams, including maps and operational notice boards
Provide input in the development of new operational procedures and methodologies when required
Adhere to all NPA policies, regulations and procedures
Adhere to the NPA SOP at all times
Work within the framework of NPA core values
Qualifications & Preferred Skills
Required qualifications:
Education:
Must have:
Valid Driving Licence (authorised for both manual and automatic transmission)
Desirable:
International Mine Action Standards qualification
National EOD/IMAS level 3 or higher qualification
Formal Interpreter education or practical experience
Experience:
Must have:
Conducted Humanitarian Mine Action or Commercial Mine Action Operations previously at officer/ Senior officer level
Verbal proficiency in Arabic and English
Written proficiency in Arabic and English
Desirable:
Experience in working with NGOs.
Former interpreting/translation experience.
To have previous experience with working with the DMA
Personal Competencies:
Ability to function under pressure with minimal supervision
Willingness & ability to travel within the country
Willing to adjust working hours because of the weather and other operational conditions
The desire to learn new topics as required
Ensure good time keeping
Demonstrate a proactive attitude at all times
Maintain a neat appearance within the working hours and in the office enviroment
