Organizational Setting and Reporting Relationship
The position of Senior Operations Specialist is assigned to the Afghanistan Resident Mission (AFRM) within the Central and West Department (CWRD). Upon reopening of the AFRM Kabul Office, your duty station will be in AFRM. Prior to the reopening, your duty will be in ADB HQ, Manila.
You will report to Country Director, AFRM aspects. . You may supervise national staff and administrative staff.
Your Role
As a Senior Operations Specialist, you will provide support to the Country Director (CD) in leading the planning, implementation and supervision of AFRM’s vision, goals, strategies, and work plan in support of overall ADB goals and ensure that the efficiency, relevance and impact of ADB Operations in Afghanistan (AFG) is maximized.
You will:
• Lead implementation of the ADB’s approved Afghanistan Approach Paper 2.0, and in particular, in close consultation with the Interdepartmental Working Group (IWG) prepare responses and actions in relation to communication with consultants and contractors as well as project administration actions. The Senior Operations Specialist will also be required to update the public disclosure material in relation to Afghan portfolio and projects on the adb.org and other electrotonic platforms such as Sov-Ops, Consultant Management System, Procurement Review System, etc.
• Closely coordinate with other departments including Climate Change and Sustainable Development Department (CCSD) and Southeast Asia Department (SERD) to ensure that approach to Afghanistan is fully aligned with ADB’s differentiated approach to FCAS and ongoing operations in Myanmar, respectively. In addition, Senior Operations Specialist will also need to ensure close coordination with other development partners to ensure full alignment on the Afghanistan approach.
• Closely coordinate staff activities on STAs with HQ departments and other resident missions. The performance evaluation will be the responsibility of the Senior Operations Specialist in close consultation with the CD, COH, and other relevant divisions and departments.
• Closely coordinate with the TJRM with regards to day-to-day administrative arrangements for the AFRM staff.
• Support processing of any new potential novel financing arrangements to support the Afghan people. The new processing will need to take into account the lessons learned during the implementation of previously approved projects.
• Lead in the provision of advice on ADB policies, guidelines, and practices on operations with internal and external stakeholders. Undertake specific analytical studies as required and share this knowledge for improved operational performance.
• Take the role of coach to develop capabilities/potential of reporting staff. Supervise the performance of reporting staff providing clear direction and regular monitoring and feedback on performance.
• Plan and ensure the on-going learning and development of reporting staff. Ensure quality and consistency of reports and outgoing communications related to the division’s portfolio management.
Qualifications
You will need:
• Master’s degree in Economics, Finance, Engineering, or other related specialized fields. University degree in Economics, Finance, Engineering, or other related fields, and at least 5 years specialized experience relevant to the position can be considered.
• At least 10 years of relevant professional experience including international experience working in several countries.
• Experience in Central and West Asia region, and in particular, Afghanistan, will be an advantage.
• Good knowledge and hands on experience in portfolio management, project administration and management, and policy and project evaluation.
• Sound knowledge of sector operations (i.e., agriculture and natural resources, education, health, energy, and transport).
• Familiarity with operations and project administration guidelines, or similar documents related to portfolio and project implementation.
• In-depth experience in the procurement and administration of large works and goods contracts, with a focus on supporting ongoing efforts to verify and pay consultants and contractors.
• Excellent written and verbal communication skills in English
• Proven leadership qualities and strong analytical and interpersonal skills.
