The IRC has been operating in Thailand since 1975 and currently assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
Job Overview/Summary: The Senior Finance Officer Partnership reports to the Senior Finance Manager Partnership, will support the Finance Department in increasing and strengthening partner financial management. Senior Finance Officer Partnership will be responsible for management of partners record, provision of hands-on support to partners in design/development budgets, financial reporting and management of an effective verification with all key staff members including those based in country office and field offices.
Major Responsibilities:
A. Partnership:
- Coordination with Partnership Unit and partner organizations in developing and finalization of partners project budget and financial narrative.
- Ensure timely submission of partners financial reports as per agreed schedule.
- Coordination with Partnership Unit in development and processing teaming agreements and vetting process as per PEERS procedure.
- Support Partnership Unit in partners’ due diligence assessment process.
- Coordination with partners on program and compliance monitoring visits and support partnership team in program and compliance monitoring meetings.
- Assist in facilitating Partnership Project Opening, Review and Closing Meetings.
B. Finance:
- Work with Partnership Unit on partners budget development & reviews.
- Collaborate with Partnership Unit in developing/verifying partners’ financial reports.
- Support Partnership Unit in conducting grants opening and closing meetings.
- Orient/facilitate partners in developing financial reports and record keeping as per IRC/Donor standards.
- Carry out partners’ record verification as per schedule.
- Identify risks and concerns and advise on areas for improvement.
- Assist in Partnership Project Opening, Review and Closure Meetings, including reviewing successes, challenges, and lessons learned with the partner, and capture effective finance practices for future partnerships.
- Monthly update partners financial update information and report to line manager.
- Review partner’s financial report and supporting documentation and feedback to the partners.
- Prepare supporting documents for partners financial reports and payments as required standards.
- Monitor partners budgets update in the tracker.
- Provide regular updates on each assigned partner’s project’s burn rate and information on expenses against approved budget.
- Support preparation of monthly/quarterly partners’ cash forecast.
- Support the Partnerships team with maintenance of paper and electronic partnership files, including IRC’s grants management platform OTIS as well as filing documentation in the Partnerships folder on Box of the part of financial.
- Maintain the partnership tracker, monitoring and flagging upcoming reporting and monitoring deadlines to Senior Partnership Finance Managers
- Update partners’ financial transactions guided by the Senior Partnerships Finance Manager.
- Ensure all partners’ transactions meet required standards.
Audit
- Assist as donor audits of sub-awards, ensuring partners submit requested documentation as needed.
Others
- Any other duties as assigned by the Senior Partnerships Finance Manager and Partnership Coordinator.

Job Requirements:
Education: University degree in accounting, finance, or business administration
Work Experience: At least 3 years of experience in a similar position.
Demonstrated Skills and Competencies:
- Effective time management skills.
- Ability to manage multiple tasks and meet short deadlines.
Computer Literacy (Excel, Word, PowerPoint) - Experience with financial accounting systems and Experience working with partnerships.
- Good communication skills and teamwork.
Language Skills:
- Good English communication skills
- Preferred Burmese, Karen communication skills

Working Environment: The position will be based in the IRC Office in Mae Sot. Required travel to the field offices from time to time.
