The Human Development (HD) Practice Group (PG)

The World Bank Group (WBG) is the largest provider of development finance and solutions for human development working with high-income, middle-income, and low-income countries to develop country-tailored solutions for human development (HD) under the themes of education, health, social protection, jobs, and gender. The HD PG coordinates with other Practice Groups to ensure a coordinated and integrated approach to development challenges, and through the World Bank Regional Units is expected to deliver the strongest and most pertinent support to our client countries.

The Human Development Vice Presidency (HDVP) at the World Bank Group is made up of the Global Practices for education; health, nutrition, and population; and social protection and jobs; additionally, the HDVP houses the gender group. As such, HD is central to the World Bank Groups goals to end extreme poverty by 2030 and raise shared prosperity.


Health, Nutrition and Population Global Practice

The central contribution of the Health, Nutrition and Population (HNP) Global Practice to the WBGs twin goals is to enable the achievement of Universal Health Coverage (UHC), in which all people are effectively covered by essential health services, and nobody suffers undue financial hardship as a result of illnesses. In the quest for UHC, the HNP Global Practice is building on progress made in the framework of the Millennium Development Goals, an array of analytical and advisory services, strategic partnerships with partner institutions and other financing agencies, and an active lending portfolio. The HNP Global Practice includes staff members in Washington, DC and country offices.

The HNP Global Practice is led by a Global Director, with the overall responsibility for the GP. The HNP Global Practice Leadership Team, which leads and manages the HNP GP, consists of the Global Director, Regional Directors, Practice Managers and Global Leads of the Global Solutions Areas/Global Solutions Groups (for Health Financing; Service Delivery; Nutrition; Population and Development; and Decision and Delivery Science). The HNP Global Practice works with and across multiple sectors, in recognition of the fact that HNP outcomes often depend on actions that lie outside the HNP sector. Accordingly, a capacity to work across GP boundaries, forge coalitions and influence multi-practice solutions is essential for achieving the major objectives of improving HNP outcomes.


THE GLOBAL ENGAGEMENT UNIT

The global engagement unit supports WBG HNP teams across the globe to deliver better results by strengthening HNP systems in several key areas, namely: Service delivery (including primary health care and health systems strengthening), pandemic preparedness and response, climate and health, and a number of cross-cutting areas including digital health, health systems management, health financing, governance, data strengthening, etc. The global unit also provides support to corporate events and processes such as IEG evaluations, briefs and briefings for Senior Management, and coordination across the Bank on global priorities such as the COVID-19 response, pandemic preparedness and response, and the Human Capital project.

Duties & Responsibilities:

Scope of Work:

The Senior Partnership Specialist will be responsible for the overall partnership strategy for the HNP GP in line with the new strategic priorities. The Senior Partnership Specialist will have responsibilities that include, but are not limited to:


Develop the new partnership strategy for the HNP GP in close consultations with the technical leads, HNP practice board as well as regional and country colleagues.

Support the overall strategy for the HNP GP and the best positioning in the global health space.

Support clear messaging and strategic positioning to translate WB HNP priorities into messages for donor outreach.

Support the World Banks participation in the Global Health space including the development of partnerships frameworks for core engagements with key actors in the space.

Develop the overall resource mobilization strategy for the HNP GP particularly for full funding of the priority umbrella programs.

Lead the outreach to individual donor markets, including through stakeholder mapping, priority analysis and the development of advocacy strategies to reach resource mobilization targets.

Provide guidance to HNP leadership on donor and partner engagement.

Represent the World Bank in core external meetings with global health partners.

Provide strategic and timely advice on high profile or sensitive internal or external partner and donor issues and keeping abreast of relevant developments in the global health and development arena.


Selection Criteria

The successful candidate will have:

A Masters degree (International Relations/Public Affairs, Political Science, or other related field) plus a minimum of ten years of relevant work experience or a Bachelors degree with at least 12 years of relevant work experience;
Proven track-record of working effectively with Global Health partners and a deep understanding and successes in global health and development resource mobilization required, extensive experience in donor engagement required. Experience with emerging donor markets and private sector/private foundations preferred.
Demonstrated ability to communicate with internal and external partners in both written and spoken, based on understanding their interests and needs, and possessing experience with international development topics and issues. Solid understanding of global development topics and ability to identify engagement opportunities and risks in an international environment.
Excellent English language skills and proficiency to write and edit complex products for purposeful structure, clarity of ideas, and logical, persuasive presentation. French preferred.
Demonstrated ability to nurture and maintain relationships and communications with critical internal and external constituencies and stakeholders. Experience with complex political and budgetary systems in donor markets required.
Demonstrated ability to think strategically and rapidly analyze diverse information from varied sources.
Demonstrated ability and the necessary personal organization skills to take initiative, personal ownership and accountability to meet deadlines, work under pressure, and achieve agreed-upon results.
Demonstrated ability to work under pressure, meet deadlines and achieve results.
Demonstrated ability for teamwork in a multicultural environment.
