Organizational Setting and Reporting Relationship

The position of Senior Partnerships Specialist is assigned to the Japanese Representative Office (JRO) within the Strategy, Policy, and Partnerships Department (SPD). You will be based at our Representative Office in Tokyo, Japan.

You will report to Representative, JRO and will oversee junior team members.

Your Role

As a Senior Partnerships Specialist, you will promote the implementation of Strategy 2030 Midterm Review by building shareholder support for ADB’s work in Asia and the Pacific, contributing to mobilizing Japanese financial resources and human capital, engaging Japanese expertise, technology, and innovation for application in ADB operations, and promoting recognition and acknowledgement of the ADB.

You will:

  • Deepen partnerships and knowledge exchanges among governmental bodies and build on and establish new relationships with development partners, think tanks/ research organizations, and the private sector, including business associations, chambers of commerce, export and trade promotion organizations, civil society and the media.
  • Support ADB in managing ongoing Japanese donor initiatives, including coordinating with donors under a OneADB approach. Contribute to resource mobilization exercises, including Special Funds, Trust Funds, and resources for private sector operations.
  • Communicate with other multilateral agencies based in Japan, including other international financial institutions, UN agencies, and embassies/missions of ADB developing member countries.
  • Educate key stakeholders about ADB strategy and operations. Promote dialogue and build awareness of the gamut of ADB’s work with the government, private sector, academia, civil society and the media;
  • Improve ADB’s knowledge base on Japanese policies and institutions.
  • Plan and conduct outreach activities to strengthen financial and knowledge partnerships with Japanese stakeholders.
  • Coordinate thematic interests of Japanese partners through a OneADB approach to liaise ADB with Japanese interests and vice versa.
  • Oversee the maintenance and enhancement of the JRO’s online platform such as website, e-newsletter, Facebook, and X to ensure quality for the contents in Japanese.
  • Support the engagement of President, Management, and senior staff with Japanese stakeholders, including Japanese companies, institutional investors, financial institutions, technology and innovative companies, and academic and research entities.
  • Conduct career outreach events to reach potential candidates to work at the ADB and contributes to staff recruitment activities, including internship, Short-term assignments, and contractual and consulting personnel.
  • Support planning and preparation for the forthcoming Annual Meeting in Nagoya, Aichi, Japan in 2027 with close coordination with the Japanese Ministry of Finance in Japan.
  • Support the Representative in managing JRO and serve as Officer-In-Charge during the Representative’s absence.

Qualifications

You will need:

  • Master’s degree, in Public or Business Administration, Finance, Economics, Journalism, Political Science or related fields. Alternatively, a university degree in related field combined with at least 5 years specialized experience relevant to the position can be considered.
  • At least 10 years of relevant professional experience working on strategic relationship management and public/government relations at a senior level, including international work experience.
  • Understanding of major global development issues; agendas in G20 and global challenges.
  • Knowledge of Official Development Assistance (ODA) ministries and agencies.
  • Written and verbal proficiency in English and Japanese language.
  • Familiarity with public and private financial institutions and socioeconomic environment in Japan.
  • Experience working on broader stakeholder outreach in developed countries, including governmental and civil society relations.
  • Experience leading teams with guidance from a supervisor.
