Organizational Setting and Reporting Relationship
The position of (Senior) Procurement and Contracts Specialist is assigned to the Procurement and Contracts Administration Unit (CSPC) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines.
You will report to Advisor, CSD and Head, CSPC and will oversee National Staff and Administrative Staff.
Your Role
As a (Senior) Procurement and Contracts Specialist, you will (i) undertake and ensure the effective and efficient procurement and contracting of goods and services for the delivery of corporate services and smooth functioning of ADB operations, working within a broad set of principle-based policies and objectives, and ensuring ADB achieves best value for money; (ii) mentor and lead staff supervised in the Procurement and Contracting Unit (non-IT) towards achieving this objective; (iii) provide advice and guidance to management and clients on currently accepted best practices in procurement based on extensive knowledge sources and experience; (iv) work with broad policies and objectives, working directly with clients, with supervision for critical tasks; and (v) propose new approaches for improving current quality of ADB products and services, and convince clients of the need for change.
You will:
- Conceptualize, develop, and implement the annual work program of the non-IT Procurement Unit within CSPC establishing functional goals, operational processes, monitoring and reporting progress, and provide overall management and mentoring to its human resources.
- Lead and execute the economical, efficient, and reliable corporate procurement of goods and services in support of ADB’s operational activities, including the conduct of intensive market research and analysis involving evaluations of complicated technical specifications, properly assessing price trends, etc.
- Establish, implement, and continuously improve policies and procedures on procurement and/or contracting of a wide range of goods and services and propose innovative approaches or instruments and drivers of change that effectively address institutional procurement issues.
- Oversee the end-to-end procurement and contracting process for the pre-qualification of bidders, bidding, bid opening, bid evaluation, recommending the awarding of contracts, and for negotiations with suppliers.
- Within delegated levels of authority, approve procurement transactions. Above these levels of authority, make recommendations to the ultimate approval authority. Participate as Secretary in the Institutional Procurement Committee.
- Provide technical advice to management and internal clients including the Resident Missions and Field Offices on procurement and/or contracting activities where appropriate.
- Propose approaches and methodologies based on best practices and around client’s needs and suggestions. Liaise closely with client departments and build rapport for long-term relationships.
- Collaborate with executive management, senior, and sales of vendors as part of the sales cycle, project lifecycle, and issue resolution for contracts on behalf of concerned ADB client departments.
- Lead non-IT procurement staff to ensure procurement portfolio of goods and services are delivered with high levels of quality, productivity, integrity, efficiency, and transparency. Initiate sharing of knowledge, best practices, and experience using diverse knowledge sources. Lead a team and manage performance by providing clear direction and feedback, mentoring, and ensuring staff’s ongoing learning and development.
- Perform other duties that may be assigned and reflected in the incumbent’s work plan.
Qualifications
You will need:
- Master’s degree or equivalent in procurement, business administration, law, engineering or related fields; or University degree in procurement, business administration, law, engineering or related fields and at least 5 years specialized experience relevant to the position can be considered.
- At least 8 years of relevant professional experience in the procurement, contracting, and administration of goods and services in an international institution or in a large public or private organization, including for large works and goods contracts, with proven and successful experience in the management and supervision of procurement and/or contracting functions.
- Preference will be given to candidates with internationally recognized professional procurement qualifications.
- International experience working in several countries
- Proven ability in undertaking market research and deep dive due diligence into the market, vendors and systems using internal and external benchmarks to identify total cost of ownership.
- Able to mentor junior team members, provide guidance on procurement procedures and act as a coach to develop their capabilities/potential.
- Excellent written and verbal communication skills in English
