Develop and Implement in coordination with the Headquarters and Regional Hub staff capacity development programs/initiatives in area of project procurement. Work with external partners in delivering capacity development program for the PPFM staff. Enhance the Outreach, Capacity Building and Knowledge Sharing function to strengthen the capabilities of Bank staff, Executing Agencies (EAs) and Project Management Units (PMUs) and other stakeholders. Develop capacity building programs with the help of international organization and vendors including eLearning modules. Develop and implement procurement staff accreditation process. Enhance the PPFM Division efforts in mainstreaming new project procurement framework by organizing country/regional procurement workshops.
Key Accountabilities:
Strategic & Operational Planning:
  • Contributes to the formulation and implementation of the Annual Project Procurement Capacity Development strategy and plans in line with IsDB’s business requirements.
  • Leads in the formulation and implementation of the Procurement Capacity Building & Training program, Procurement Accreditation and Country Program Workshops, in line with IsDB’s short, medium, and long-term objectives.
  • Monitor the performance of activities under the Capacity Building programs and potential performance improvement opportunities are capitalized upon.
  • Contribute to the development of annual work plans and budgets in accordance with established KPIs.
  • Implement program activities according to approved workplans, budgets, and KPIs.
Capacity Development:
  • Contribute to the development and dissemination of the procurement framework including tools and guidance notes needed to support project teams over the entire project cycle in project procurement related activities.
  • Contribute to the elaboration and implement relevant training programs, project procurement accreditation and certification mechanisms for project procurement specialists and Bank staff involved in project delivery.
  • Train and familiarize Beneficiaries and other concerned stakeholders, on the project procurement policies and procedures for projects financed by the Bank.
  • Organize and deliver Country/Regional Procurement Workshops based on the need assessment of various member countries to train and familiarize beneficiaries in the Bank’s Procurement policies, procedures and templates.
  • Develop specific programs for capabilities of Bank staff, Executing Agencies (EAs) and Project Management Units (PMUs) and other stakeholders.
External Engagement:
  • Work with other MDBs, ITCILO, UN Agencies and OECD in development and implementation of various Capacity building Programs for the Bank’s staff
  • Contribute to the handling and facilitate matters concerning the Federation of Consultants from Islamic Countries (FCIC) and the Federation of Contractors from Islamic Countries (FOCIC).
Knowledge Building and Sharing:
  • Contribute to the development and dissemination of the knowledge base of procurement best practices, including lessons learnt relating to procurement.
  • Lead the development of E-Learning courses in Procurement in the three working languages of the Bank.
  • Oversee the translation of procurement training material into the three working languages of the Bank: Arabic, French and English.
  • Design and present training sessions, materials, and tools & templates to enhance the awareness about new procurement framework of the Bank.
Reporting & Communication:
  • Work with the PPFM, Operations staff at Headquarter and in the Regional Hubs in improving capacity building and knowledge about project procurement.
  • Work with other stakeholders in developing communication and material for capacity development.
  • Engage with other MDBs, ITCILO, UN Agencies and OECD on various Capacity building programs.
Academic and Professional Qualifications:
  • Bachelor’s degree in economics, engineering, law, procurement or related field.
  • 8+ years of experience in related field within similar institutions (MDBs) that includes at least 3 years hands-on experience in procurement capacity development in implementation and 2 years’ experience in the development of capacity building programs for both internal staff and external stakeholders in various countries.

  • Advanced Communication Skills
  • Advanced Negotiation Skills.
