In Colombia, WFP supports the National Government in its quest to achieve its goal of ending chronic malnutrition by 2025 using innovative tools such as cash transfers and local food purchases through farmers’ associations. WFP activities in Colombia focus on the most vulnerable populations, including victims of violence, ex-combatants, migrants, marginalized communities and ethnic groups. The goal is to rebuild and strengthen their livelihoods, ensuring they have adequate access at all times to nutritious and diverse diets and increasing their capacity to recover and adapt to climate changes. This is done progressively through the development of the capacities of local authorities to implement responsible programs that contribute to reducing food insecurity and malnutrition.
Taking advantage of its experience worldwide, the WFP has been strengthening community capacities to promote participatory planning, community empowerment and the implementation of integrated actions, which promote rural development. Therefore, actions have been implemented that have been strengthening the capacities of small producers with the aim of strengthening their livelihoods and facilitating their access to markets in a sustainable manner (SAMS). On the other hand, the WFP develops activities that allow the development of skills for work, the generation of income in a sustainable manner and the strengthening of intercultural strategies that facilitate integration and coexistence with host communities and the migrant community with integration activities. socioeconomic (employability, entrepreneurship). In line with this strategy, the WFP works to contribute to the efforts of the Government of Colombia in the implementation of the National Development Plan (PND) 2018-2022, and particularly in the stabilization and consolidation processes of the territories focused on the Agreement. The purpose of the position as Senior Assistant for Livelihood and Socioeconomic Integration Programs , under the supervision of the Program Associate , the holders of the position must show signs of responsibility and a spirit of initiative to autonomously respond to various queries with only guidance available. of general order. They are required to use good judgment in the face of unforeseen operational problems that may arise on a daily basis. They must also manage resources and, if applicable, instruct and coordinate a team of support personnel in leading the implementation of programs and projects in charge of the Livelihood activity and economic inclusion of the Strategic Country Plan in the Field Office. .
RESPONSIBILITIES:
The position holder will have the following responsibilities:
- Provide technical support in the coordination and implementation of livelihood and food systems and climate change projects, through various processes and activities specific to the programmatic area.
- Assume technical responsibility for the planning, design, coordination, supervision, reporting and execution of Socioeconomic Integration activities in the established times, ensuring the participation of key actors at the regional and local level.
- Provide specialized support for planning, preparation and project management to specific programs to ensure that various activities are carried out taking into account established goals and applying WFP policies and procedures.
- Provide support to strengthen the capacity of WFP staff, cooperating partners and the national Government in the specific technical area.
- Coordinate the implementation of programs and projects related to the development of livelihoods / socio-economic inclusion in vulnerable urban-rural communities, aligned with the strategies of cooperation agencies, multilateral funds, ministries and institutions of the Colombian government.
- Follow up on the development of livelihood and resilience and economic inclusion programs and projects, ensuring quality, impact and compliance with work plans, agreed with partners, allies and donors.
- Develop instruments and methodologies with participatory approaches, aimed at participating communities, ensuring the implementation of activities and generating evidence on the progress of livelihood, food systems, climate change and socioeconomic integration programs and projects.
- Coordinate the implementation of affirmative actions in programs and projects that promote equitable access of women and men to decision-making spaces and food markets, with the participation of communities, associations, public purchasing programs, local governments and other stakeholders. civil society.
- Serve as a point of contact for the resolution of a range of queries and operational problems within the framework of a specific technical area of responsibility.
- Supervise and/or review the work of other support staff (where applicable), providing practical advice and guidance, to help achieve objectives in accordance with agreed standards and deadlines.
- Support field visits related to projects and actions in the Field Office.
- Incorporate Gender and Protection analysis into livelihood and economic inclusion activities.
- Perform other tasks required by the supervision team, which are related to the nature of the position.
MINIMUM REQUIREMENTS REQUIRED:
Education:
- Professional degree in economic, social, agricultural sciences, or related areas.
Specific Experience :
- 5 years of professional experience ((does not include internships or degree work) in the implementation and monitoring of development projects that include at least two (2) years of experience in strengthening agricultural livelihoods with small producers, indigenous communities, Afro-Colombians, ex-combatants and/or victim population or implementation of socioeconomic integration projects.
- Desired experience in the implementation of programs and projects of economic inclusion components (entrepreneurship and employability)
- Experience in knowledge management and systematization, good practice documentation processes and database management.
- Knowledge of the territory of Valle and Cauca-Pacific is valued.
- Knowledge in the use of computers and office is required (World, Excel, PowerPoint, database management, etc.)
Languages:
- Mastery, spoken and written, of Spanish. Intermediate level of English preferred.
