Position Title: Senior Program Associate

Location: Arlington, Virginia or Remote, U.S.

Department: Human Rights, Education and Empowerment (HREE)

 

POSITION SUMMARY

 

Position Purpose: Support donor-funded education and child labor programs and contribute to growth of the HREE portfolio.

Position Overview: The Senior Program Associate will provide operational, administrative, and technical support for projects related to education and child labor. This position will support at least two field-based projects and contribute to new business efforts by taking on different proposal support roles for the HREE unit. The Senior Program Associate will work closely with field-based staff to provide project-backstopping operational support and carry out other home office administrative tasks as delegated by the Program Manager, Senior Program Manager, or Unit Director.

POSITION RESPONSIBILITIES

  1. Support home office management and administrative oversight of international projects, including contracts, cooperative agreements, and grants
  2. Review monthly financial reports and wire requests and provide feedback to Program Manager or Senior Program Manager and field staff
  3. Ensure documentation for project activities is complete, compliant with donor/client requirements, and properly filed on internal systems
  4. Create, maintain, and update project management trackers
  5. Draft subawards and procurement documents, as needed, and route them through Winrock’s approval process
  6. Oversee and report on work of subawardees and consultants, including technical and financial performance
  7. Copyedit and format technical reports and deliverables and ensure compliant versions are uploaded to donor repositories and internal file servers on time
  8. Track budgets, obligations, and subawards, and flag issues for field staff and home office management
  9. Liaise with home office support units dedicated to procurement, travel, or contract/award management to provide solutions and guidance to field staff. Support the documentation of standard operating procedures for wider sharing as directed.
  10. Travel to the field to conduct training, oversight, monitoring, and relationship building
  11. Support new business proposals, working with multi-disciplinary teams from the programs, new business, and cost and pricing units
  12. Assist organizing and facilitating internal and external meetings, take minutes and ensure follow-up of decisions.
  13. Perform other tasks as assigned.

POSITION QUALIFICATIONS

 

Education: Bachelor’s degree in education, international development, or related field required. Master’s degree preferred.

 Experience: Minimum two years’ of relevant experience in program coordination, administration, or logistical support. Demonstrated interest in international education, child labor, youth programming or gender via previous work/volunteer experience and/or academic coursework/research. USAID experience highly preferred.

Skills:

  • Excellent written and oral communication skills to contribute to project management, donor and partner relations, and new business development content.
  • Experience with USAID projects preferred.
  • Able to communicate in a clear, professional, and positive manner with a variety of team members, field staff and various stakeholders in a multi-cultural environment with respect for diversity.
  • Excellent organizational skills essential, including ability to coordinate a variety of tasks independently, meet deadlines, work effectively under pressure, and work as team player.
  • Ability to demonstrate the highest level of ethical standards at all times.
  • Effective use of Microsoft Office, particularly Excel, and other technologies essential to doing business.
  • Ability to collaborate effectively with colleagues and adapt to changing situations.
  • Proactive and solutions-oriented approach to communication and problem-solving
  • Previous experience being in a customer- or client-facing role preferred.
  • Familiarity with working with US government international programs preferred.

Language: Fluency in English required (written and oral); other language skills desired.

 

Required Travel: Must be willing and able to travel internationally on short trips (of 2-4 weeks) several times a year. Reasonable accommodations will be made.

The salary range for this role is set between $63,000 and $67,000, with the majority of candidates typically land within the midpoint of this range, there is an additional 10% contribution for a 403b annually and an excellent benefits package.
