GGGI is an implementation partner of a series of regional programs in the Pacific, as well as country targeted interventions, across a variety of sectors and programmatic solutions ranging from capacity building, technical support for climate action to national and subnational /policy development and strategic planning.   These regional and national programs reflect a growing portfolio of partnerships.  Some of the key regional programs are: the Regional Pacific NDC Hub, which was established as a response to calls from Pacific leaders to have a regional facility to support countries to meet the goals of the Paris Agreement; the Low Emissions Climate Resilient Development (LECRD) program, with a focus on policies, standards and regulations that enable green growth and climate finance and the Climate Finance Access Network (CFAN) for green and climate finance.

With financial support from KOICA, Canada, Qatar, Germany, Australia and New Zealand governments as well as through UN Environment Program (UNEP), the Global Environment Facility (GEF), GGGI delivers technical support through these programs for Fiji and other Pacific Island Countries (PICs), with a growing pull of local partners in government and other sectors, which are essential for a successful delivery.

                                                                                                   

POSITION SUMMARY

The Senior Program Associate, Climate Change – Fiji implements project activities, carries out research and analysis, stakeholder coordination, monitoring and reporting, communications, and knowledge management functions for the GGGI Fiji country office and relevant regional programs. The Senior Program Associate is in charge of supporting the preparation and execution of the GGGI technical interventions across programs and projects within Fiji and for specific regional projects, supporting the development and execution of project monitoring and reporting framework, coordinating knowledge management and capacity development activities including training and publications, and preparing communications outputs in support of these and GGGI.

 

PURPOSE

The role of the Senior Program Associate, Climate Change – Fiji is to support GGGI’s engagement in Fiji´s Monitoring, Reporting and Verification (MRV) projects and other projects related to emissions reductions and carbon markets, as well as adaptation projects in Fiji. The role will also support GGGI’s regional projects on MRV and adaptation, through the management of integrated processes for project implementation and specific project/output delivery, fully meeting established institutional policies, standards and donor/government requirements.

With a strong emphasis on MRV, emission reduction and carbon markets, the Senior Program Associate supports GGGI to implement country-level projects designed and put forth through the various programs and country-based interventions, by delivering comprehensive monitoring, communications and knowledge management functions for the GGGI.

The responsibilities will include:

  • Support project design and implementation based on requests submitted to different donors by GGGI.
  • Coordinate with project countries stakeholders to ensure effective delivery, with a particular focus on government entities in Fiji -and other countries as best needed for regional projects-.
  • Coordinate with other Pacific implementation partners to ensure efficient use of resources and to leverage potential delivery synergies within the country team and with government and partners support knowledge management activities including trainings and publications.
  • Provide high quality monitoring and reporting inputs to GGGI and project partners and ensure full compliance of the GGGI contractual agreements.
  • Provide support to GGGI Country Representative, and GGGI project/program managers for Fiji´s country program in the management of in-country projects and management of relationships with country stakeholders, implementation partners and donors.
  • Support the Regional Director and GGGI regional project managers for regional projects on MRV and adaptation and other projects where needed.

 

ENGAGEMENT

  • Liaise with country partner government focal points and key stakeholders, especially those mandated to lead Fiji´s projects and activities, and their implementation, on questions relating to project delivery, monitoring and reporting, knowledge management and communications.
  • Support the project/program managers and outsourced firms and consultants in their engagement with government and other project stakeholders.
  • Work closely with local counterparts in Fiji and in countries relevant to regional projects to build cooperative relationships and establish GGGI as an effective partner.
  • Assesses delivery issues and work with project stakeholder and delivery partners to build common understanding and coordination on project activities.
  • Advise the project/program managers and partners on GGGI, donor and government procedures, policies and tools relating to knowledge management, communications, monitoring and reporting.

 

DELIVERY

  • Contribute to the design and implementation of GGGI led projects across Fiji´s country program, and relevant regional programs and projects.
  • Coordinate regular meetings with project stakeholders, ensuring timely delivery project outputs.
  • Participate in Fiji Program´s and Regional program coordination meetings with implementation partners, providing updates on GGGI project delivery progress.
  • Coordinate monthly and annual reporting within GGGI with project managers, ensuring timely submission of quality reports.
  • Coordinate publication of reports, including copy-editing, translations and design with GGGI experts and service providers.
  • Design monitoring and reporting framework for earmarked projects – in close consultation with relevant in-country and HQ based GGGI staff.
  • Coordinate and support GGGI communications and knowledge management activities across Fiji´s and Regional project portfolio and create communications content where needed.

 

REQUIREMENTS

QUALIFICATIONS

  • Bachelor’s degree in a relevant field (international development, engineering, economics, finance, natural resource management)
  • Climate change or sustainable development or relevant subjects (greenhouse gas accounting, measurement, reporting and verification, transparency) focus or modules in the educational qualifications would be an advantage.
  • 3 years of relevant professional experience.
  • Sound knowledge of Fiji’s National Climate Change Policy, Nationally Determined Contribution, and awareness of relevant national priorities and the Climate Change Act.
  • Knowledge of the Pacific region climate change priorities, institutions and relevant regional policy documents
  • Demonstrated experience in supporting stakeholders’ consultations at the national, sub-national and community level.
  • Experience working with a range of government, private sector, academic, and civil society organizations.
  • Demonstrated ability to assist in coordinating government representatives, civil society organizations, service providers and/or private sector stakeholders in the implementation of projects.
  • Capacity to think creatively in addressing project delivery issues while maintaining a strong client and results orientation.

 

FUNCTIONAL

  • Experience in at least two of the following areas: stakeholder consultation, monitoring and reporting, communications, knowledge management, capacity development, project budget management.
  • Experience with policy support, e.g. NDCs, climate change, sustainable development or relevant subjects (greenhouse gas accounting, measurement, reporting and verification or transparency) is an advantage.
  • Strong communication, teamwork and report writing skills are essential
  • Fluency in English is required.
  • A strong network of contacts within Fiji´s government sector is advantageous, combined with an outstanding ability to build and maintain excellent working relationships with Fijian public officials.
  • Demonstration on experience working with governments outside of Fiji is an advantage.

WORKING CONDITIONS

The Senior Program Associate, Climate Change is an X7 national grade level in GGGI’s salary scale. Determination of base salary is subject to candidate’s experience, academic background, and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
