Overview: DT Global is seeking a Senior Program Manager to join the Public Financial Management (PFM) Practice. The Senior Program Manager will provide leadership and coordination for the implementation of program deliverables including managing client contracts, overseeing project field operations, and coordinating home-office program management activities. The PFM Practice supports activities with a variety of donors including the Millennium Challenge Corporation (“MCC”) and The Global Fund to Fight AIDS, Tuberculosis, and Malaria (“The Global Fund”).
Tasks and Responsibilities:
Project Delivery
- Responsible for overall project management for one or more projects from award through closeout, including contractual compliance, financial management, and oversight of project personnel and subcontractors.
- Serve as primary problem solver across project(s) and is the Team Leader’s counterpart in the Home Office as required. Elevates issues as needed and ensures that the PMU responds to field office requests in a timely manner.
- Support project start-ups and closeouts as needed, including regularly traveling to the field to support project initiatives and backfill project leadership, as necessary.
- Monitor consultant and subcontractor performance; ensure agreements and deliverables are achieved and performance timelines are met.
- Serve as a DT Global representative to clients at senior levels throughout the project life cycle, including startup and closeout meetings; regular correspondence regarding implementation progress; as-needed problem solving; and delivering presentations on the project to a variety of actors.
- Stays up to date on program implementation and serves as a resource for other home office colleagues regarding projects within their portfolio.
- May be assigned with directly supervising the Team Leader of designated program, including regularly discussing program performance and professional successes and challenges and conducting annual performance evaluations.
- In conjunction with the contract’s representative, takes accountability for project processes including contractual quality assurance and compliance; interfaces with finance and contracts to ensure financial management and contract compliance.
- Monitor project budgets, manage monthly budget projections (including ensuring the accuracy of field office projections), review budget modifications prior to submission to client, and ensure budgets are correct.
- Manage team dynamics and workload; communicate with senior management regarding resource needs.
Technical Excellence
- Contributes to the development of project work plans and helps to ensure that technical work plans are executed. Encouraged to use knowledge of development issues and culture to adapt work plans to changing circumstances and seeks alternative ways of achieving project implementation goals.
- Oversee formatting and submission of all project deliverables to clients or the Prime Contractor and proper archiving.
- Serves as Project Director.
Business Development
- Assume a lead role in the preparation of new business proposals from capture phase through live solicitation, which includes participating in pipeline discussions to determine bids to pursue, as appropriate.
- Lead proposal development, including technical approach, staffing, and partnering strategies and negotiations, and decisions on information gathering trips, and oversee cost development, as applicable.
- Lead scoping and information gathering trips for anticipated and live proposals and guide staff and consultants supporting research efforts.
- As necessary, draft, review and finalize proposal sections.

Leadership and Staff Management
- Train, coach and supervise one or more program managers on performance improvement across the full spectrum of program management, business development, and practice management.
- Provides appropriate team direction to ensure project quality standards are met.
- Create a collaborative environment that empowers staff to demonstrate the values of DT Global each day.
- Set an example as a leader by holding yourself and staff accountable, communicating professionally, being a team player, and supporting the development of staff.
- Represent DT Global at professional events/conferences.

Education and Minimum Qualifications:
- Bachelor’s degree in accounting, finance, business, economics, or a related field; or an equivalent combination of education and work experience required.
- 9-10 years of international development project management and support experience, responsible for overseeing project implementation and business development initiatives.
- Minimum 4 years of staff supervisory experience.
- Solid background in managing multiple large programs and clients, including overseeing complicated budgets.
- Substantial experience in managing international donor funded projects and extensive knowledge of international donor regulations and policies, especially as they relate to procurement, contracting, and financial management.
- Donor experience with the Millennium Challenge Corporation (“MCC”) and/or The Global Fund to Fight AIDS, Tuberculosis, and Malaria (“The Global Fund”) highly preferred.
- Proven experience in the accounting, finance, and/or auditing sector, and in designing, implementing, and maintaining internal controls and financial management operations.
- Excellent interpersonal skills: ability to manage multiple tasks, work independently, and effectively lead multiple teams.
- Strong communication, financial management and leadership skills including excellent writing, analytical, problem-solving, and solutions oriented skills.
- Proven experience with MS Office applications (Excel, Word, PowerPoint, and Project).
- Ability to serve as in-country or remote Team Leader in the event of a vacancy or absence.
- Ability to travel and work overseas on short term technical assignments up to 25%, at times with very short notice.
Preferred Qualifications:
- Master’s degree in accounting, finance, business, economics, or a related field
- Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent certification/chartering from another IFAC-certified accounting body.
- Experience in procurement and/or and grant management.
- Prior user experience with accounting and financial management systems such as SAP and/or TomPro.
- Experience working with multiple donors, and with project start-ups and closeouts.

DT Global provides competitive, market-based salaries along with a collection of comprehensive employee benefits and experiences to create an attractive total rewards package. The salary range for this position is expected to be $105,000 to $131,250. Salary offers are made based on several factors including, but not limited to, qualifications, experience, relevant education, certifications, skills, internal equity, market analysis, and business or organizational needs.
