Overview

The Senior Program Officer (SPO) is an experienced professional role with a focus on providing the integrated delivery of solutions and services in support of a USAID-funded RISE (Reaching Impact, Saturation and Epidemic Control) project supporting COVID-19 (GVAX) and Global Health Security (GHS) in South Africa. The SPO provides input and recommendations on process / procedure development for the duration of the project lifecycle through the application of experienced, conceptual, and practical knowledge, acting as a partner to develop, design, and deliver solutions in alignment with overarching strategies / frameworks that enable areas to achieve project goals and objectives. They work in collaboration with internal and external stakeholders to efficiently coordinate all matters related to project / program management, ensuring implementation is on time, within scope, and within budget. The SPO serves as a consistent link between the project team members and provides the day-to-day problem solving, technical input, writing and editing, and processing for the project.

Responsibilities

  • Identifies, recommends, and effectively executes project / program management best practices of varying complexities and supports their utilization, in collaboration with team members and project leadership
  • Advises day-to-day implementation; identifies and raises implementation issues to project leadership and collaborates with various stakeholders to contributes to their resolution
  • Conducts meaningful analyses of current processes and procedures to make recommendations to support efficiency of implementation, to inform and influence decisions at higher levels, and to implement continuous process / performance improvements where opportunities exist
  • Independently solves problems of moderate-to-high complexity requiring analysis of multiple variables and consultation with multiple stakeholders
  • Acts as a point of contact for the resolution of project-related issues and engages members of management team(s) to assist with resolution of escalated matters outside the scope of the role
  • Actively contributes to the development of program documentation and deliverables (including but not limited to annual and semi-annual reports, abstracts, evidence briefs, communication deliverables) and supports implementation of knowledge management approaches
  • Supports team communication processes to ensure close team collaboration and efficient implementation
  • In coordination with the project finance team, supports the annual budget development, routine projections, and monthly/quarterly/annual financial reporting
  • Ensures compliance with Jhpiego, JHU, local South Africa, and donor operational policies and regulations
  • Acts as representative of the project on behalf of Jhpiego, as needed and appropriate

  • Stays knowledgeable of practices and procedures and keeps abreast of emerging trends for own functional area
  • Maintains a culture of risk management and control, supported by effective processes in alignment with organizational mission, goals and objectives and regulatory requirements

Required Qualifications

  • Minimum of Master’s Degree in Health Studies, Business Administration, Management, Public Health, Epidemiology or equivalent qualification.
  • Minimum 7 years of experience related to respective functional area or an equivalent combination of education and experience
  • Experience working with medium to large sized donor funded INGOs; experience working with USAID-funded organisations will be an added advantage.
  • In depth knowledge of South African public and private health environment
  • Experience in working with key stakeholders, e.g., NDoH, NICD, SAHPRA, etc.

  • Demonstrated use of initiative and ability to make appropriate linkages in work requirements and anticipate next steps
  • Understanding of financial management principles and experience developing, analyzing, and reviewing budgets
  • Experience developing and implementing workplans
  • Strong presentation and communications skills, oral and written English language skills
  • Proficiency in computer applications to include MS Office: Word, Excel and PowerPoint
  • Knowledge of donor policies and procedures
  • Ability to travel local and international
