Job Overview: Implemented by the IRC, the Cultural Orientation Resource Exchange (CORE) is a technical assistance program that connects and supports refugee resettlement staff globally to deliver effective Cultural Orientation (CO) which helps refugees achieve self-sufficiency in the United States. As part of this work, CORE hosts and manages the CORE website and Settle In digital properties. CORE is funded by the U.S. Department of State, Bureau of Population, Refugees, and Migration.
The Senior Program Officer, Learning and Engagement will report to the CORE Deputy Director and collaborate closely with CORE Senior Officers to manage strategic direction of CORE’s capacity building initiatives, including technical assistance for CO providers (resettlement staff and community-based CO providers). The Senior Program Officer, Learning and Engagement, will supervise CORE’s Training and Capacity Building team.
Major Responsibilities:
- Oversee the delivery and evolution of learning, training, and development programs for resettlement stakeholders overseas and domestically, inclusive of virtual practicums, webinars, CORE’s Learning Platform, Knowledge Exchanges, and direct TA;
- Manage engagement with CO Leaders overseas and domestically, including facilitating monthly CO Working Group meetings, supporting the CORE team in conducting onboarding orientation, and leading quarterly CO Leadership meetings in coordination with the CORE Deputy Director;
- Support the continuous improvement and strategy of CORE’s provider-facing digital platforms, inclusive of the COREsource Exchange website and CORE’s learning platform, and ensure strategies take a user-centered and evidence-based approach;
- Support Training and Capacity Building team’s professional development goals;
- Oversee the strategy for learner engagement and support the Training and Capacity building team in ensuring timely release of CORE resources and trainings, increasing use of CORE’s Settle In resources by CO providers, and creation of resources for resettlement staff (e.g., lesson plans, effective practices)
- As needed, with other CORE staff, co-facilitate online and in-person trainings including webinars, workshops, and conference presentations;
- In collaboration with Monitoring and Evaluation (M&E) Officer and CORE Senior Officers, update as needed CORE’s monitoring and evaluation framework and external M&E strategy, inclusive of theory of change, log frame, data management planning, and production of reports for internal and external use;
- Support ongoing user testing, digital engagement, and monitoring and evaluation of CORE’s provider-facing digital platforms and resources
- Analyze program data, with a focus on learner engagement, in collaboration with M&E Officer and CORE leadership to inform training and capacity building programmatic objectives and ensure alignment with the CORE external M&E strategy;
- Participate in quarterly data parties to support efficient, accurate data management, reporting, and data analysis; and
- Other duties as assigned.
Job Requirements:.
- Undergraduate degree required, Master’s degree preferred;
- Experience in effectively supervising and developing a team in a fast-paced environment required;
- Minimum of 3-5 years work experience in nonprofit development, technical assistance, or refugee resettlement programs preferred;
- Demonstrated knowledge of the U.S. Refugee Admissions Program and Cultural Orientation programs preferred;
- Experience with implementing adult learning theories or demonstrated knowledge of adult education andragogy;
- Strong writing skills including the ability to develop coherent, engaging, grammatically correct written documents for a wide variety of audiences;
- Experience developing and implementing evaluation systems and collecting, storing, and analyzing project data;
- Experience developing and delivering training on evidence-based programming;
- Ability to analyze and communicate relevant results of evaluation activities; layout and design, infographics, and data visualization skills a plus;
- Excellent oral communication skills: the ability to communicate effectively with colleagues and partners and present at professional meetings;
- Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines;
- Strong commitment to social service or humanitarian assistance programs and willingness to adhere to IRC’s code of conduct;
- Detail orientated and self-directed.
