JOB OVERVIEW: The Senior Program Officer, Private Sponsorship Matching and Placement leads the overall management and implementation of the Matching and Placement Program within the Private Sponsorship of Refugees (PSR) initiative. The Senior Program Officer collaborates with the Department of State’s Bureau of Population, Refugees, and Migration (PRM) and the Community Sponsorship Hub (CSH) to develop a matching model which will place private sponsored refugees with private sponsor groups. This also includes communicating with key resettlement stakeholders, such as State Refugee Coordinators (SRCs) and State Refugee Health Coordinators (SRHCs) to facilitate program design and implementation.
Major Responsibilities:
Responsibilities include, but are not limited to:
- Lead and manage the identification, matching and placement of privately sponsored refugees (arrivals) in the Welcome Corps program. Provide consultation, guidance, and recommended resources in program design and implementation.
- Collaborate with CSH, PRM, and other consortium members in development of protocols and procedures that will support the identification, matching, and placement of privately sponsored refugees through the pilot program.
- Ensure the review and quality-check all assurances before assuring in START for the matching component of Private Sponsorship of Refugees (PSR)
- Oversee the assurance of cases in START once placements are confirmed by the Private Sponsor Organization (PSO) for matched cases and identified cases.
- Create and maintain communication protocols with PSOs to ensure assurance deadlines are met. Support communication with PSOs about assurances and any potential assurance issues.
- Ensure compliance with donor requirements including but not limited to monitoring of local programs, tracking grant commitments across the network; review, editing and submission of reports in a timely manner.
- Assist with the development and submission of grants management documents including continuation proposals and semi-annual project reports.
- Potential to support training and coaching of new program officers.
- Other duties as assigned.
Job Requirements:
Education: Bachelor’s degree in social work or related field of study preferred.
Work Experience:
- Minimum 5 years progressive work experience with social service or humanitarian assistance programs with experience in the field of program design.
- Demonstrated in-depth knowledge of the US Refugee Admissions Program (USRAP) and R&P Program required.
- Proven leadership ability and management experience.
- Strong computer skills: advanced knowledge of Microsoft Office, especially Excel; Adobe; familiarity with IRIS, Hummingbird, WRAPS, or START a plus.
- Excellent written and oral communication skills: the ability to communicate effectively with colleagues and partners.
- Solid diplomatic and networking skills: the ability to effectively manage a variety of internal and external relationships, including relationships with donors and government officials.
- Strong organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines; exceptional attention to detail.
- The ability to be flexible and work well under pressure in a fast-paced team environment; aptitude for ongoing learning and adjusting to frequent changes in processes.
