JOB BRIEF

The Senior Outreach Officer leads the state-based engagement for the Public Engagement (PE) Team across the United States (U.S.), shaping the Institute’s engagement with national networks. This portfolio includes outreach planning, relationship building, and implementing educational programming for PE’s work with national networks and local organizations that reach and inform Americans about USIP’s mission and work. This position tracks, leverages and expands USIP’s relationships in all 50 U.S. states; and engages a diversity of public audiences in broader USIP institutional priorities. This position is based in Washington, DC, reports to the Director and is a member of the Civic Engagement and Scholarship Center (CES).

TARGET SALARY

Grade 14 – $139,000 – 144,000

The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES

Major Duties and Responsibilities

Program Management:
* Manages all aspects of the department’s Speakers Bureau as it expands USIP’s reach across the U.S., includes the setting and evaluation of annual goals, develops new strategies to promote USIP speakers, and working effectively both internally and externally with colleagues and partners to maximize each engagement, develops and implements core branding and resources, and ensures overall strategic goals are met.
* Oversees and maintains a comprehensive databank of individuals and organizations engaged by the Outreach Program.

Outreach:
* Develops and implements a long-term engagement plan with veteran groups and faith-based communities in the U.S.
* Generates and manages significant partnerships with national networks that advance priorities and extend USIP’s connections outside the District of Columbia metro area.
* Plays a key role each year in planning, promoting, and expanding the state-based strategy for the Peace Day Challenge; this includes follow-up with new contacts to deepen and sustain their engagement.

Communication and Representation:
* Leads in developing strategies and plans for communication with public audiences in states across the country about USIP’s work, including packaging and sharing content, and promoting initiatives and experts via email, social media, and other tools and platforms.
* Represents the Team and USIP at a range of important venues, including but not limited to conferences, large public gatherings, individual meetings with key partners and stakeholders, events in diverse public settings across the U.S., and programs at USIP’s Headquarters.

General Duties:
* Provides input on and engages with all other aspects of PE’s work according to annual plans.
* Contributes to positive and productive internal relationships across all other parts of USIP and ideas for cross-programmatic collaboration.
* Provides full cycle leadership to and management of staff, including the hiring process, day-to-day supervision, mentorship, workflow management, and exit interview.

* Contributes to other PE priorities, including exhibits, K-12 programming, and public visitor programs.

Performs other duties as assigned.

QUALIFICATIONS
* Bachelor’s degree in education, social or behavioral sciences with ten (10) years of related experience in national/local organizations, educational programming or outreach required.
* Master’s Degree with eight (8) years of experience preferred.
* A strong record of working with U.S. public audiences on educational programming and outreach.
* Experience working with or for veteran or faith-based organizations is preferred.
* Demonstrated project management skills from conception through planning, execution, and evaluation.
* Demonstrated leadership skills in defining outreach priorities and strategies, engaging colleagues and stakeholders, and achieving results.
* Demonstrated experience building and maintaining effective partnerships with diverse audiences across the U.S.
* Excellent representation and communication skills (oral and written), including cross-cultural skills, media skills, and the ability to engage effectively with internal and external partners at all political, social, and economic levels.
* Excellent writing skills required, including the ability to write in various formats and for a range of audiences.
* Demonstrated recording of network building and thinking creatively about engagement opportunities.

Experience with Salesforce is preferred.
