Job Description

Job Overview: 

The headquarters Resettlement Team oversees the implementation and quality of services for early resettlement programming across the IRC’s growing network of local offices and affiliates. Its primary activities include capacity building, training and evaluation of program activities. The Senior Program Officer (SPO), U.S. Refugee Admissions Program (USRAP) Capacity Building will support a new project that aims to mentor national organizations to become resilient and high performing national resettlement agencies. The SPO is very familiar with Reception and Placement (R&P) program delivery and has knowledge of its diverse implementation at the local level. The SPO will work in partnership both internally and externally on matters related to pre and post arrival program functions, staffing structure, program design, client safeguarding, and overall program compliance. The position helps to advise and guide national and local management at new and emerging resettlement agencies on IRC’s standards of R&P program excellence. The Senior Program Officer reports to the Deputy Director, USRAP Capacity Building and may supervise up to two staff. This position will last through September 2025, the duration of the project.

RESPONSIBILITIES:

  • Oversee and coordinate the training and mentoring of national organizations and local affiliates in all aspects of R&P programming and operational delivery. Support the direct delivery of training as needed. 
  • Lead the development and documentation of policies and practices that promote program compliance and excellence.
  • Lead the development and management of training and technical assistance by liaising with IRC subject matter experts to coordinate high quality information sharing for new/emerging resettlement agencies (RAs).
  • In coordination with RA counterparts, guide resettlement leaders through all activities in the program cycle including reporting, data collection, proposal writing, monitoring, training, and pipeline management.
  • In collaboration with RA staff, guide internal and donor monitoring and co-monitor local offices for compliance with program guidelines. Advocate and help remove office barriers to full program compliance.
  • Support the development and implementation of a needs assessment and quarterly feedback survey to ensure the project remains relevant to new RAs.
  • Help to coordinate the development of an R&P Program toolkit and New-to-R&P Learning Series to include compliance guidance and reference manuals.  Ensure materials remain current.
  • Contribute to donor reports and grant proposals.
  • Lead and coach direct reports. Provide professional growth opportunities and pathways.

Job Requirements:

Education:

Bachelor’s degree or equivalent experience required, Master’s degree in Social Work, International Affairs, or related field highly desirable.

Work Experience:

  • Minimum 6 years progressive work experience in the field of refugee resettlement at national and/or local level, including delivery of R&P programming.
  • Minimum 3 years program and grants management experience preferred.
  • Demonstrated experience managing external stakeholders and staff supervision experience required.
  • Previous experience providing technical assistance and training; leading program design; budget development and implementation; grants management; and monitoring program compliance required.

  • Highly proficient in Microsoft Office suite.
  • Demonstrated ability to work effectively with stakeholders at all levels.
  • Ability to manage others and work through change in a proactive and positive manner.

Working Environment

  • This role is a fully remote position.
  • Up to 40% of domestic travel as needed.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
