The Program
Mercy Corps works in places of transition, where conflict, disaster, political upheaval, or economic collapse present opportunities to build a more secure, productive, and just communities. Providing emergency relief in times of crisis, we move quickly to help communities recover and build resilience to future shocks, and promote sustainable change by supporting community-led and market-driven initiatives. Recognizing both the great potential and the complex challenges faced by Afghanistan, since 1986 Mercy Corps has been implementing a range of humanitarian assistance and development programs tailored to the specific needs of the country and of those communities where we work.
Presently, we work in three provinces, with a portfolio of programs aimed at promoting sustainable agriculture and natural resource-based livelihoods, combating natural resource degradation, expanding access to vocational training, providing access to water and sanitation facilities, promoting Hygiene and providing emergency response MCPA and winterization.
The Position
The Program Performance & Quality (PaQ) Manager will provide technical guidance and support for program management and coordination across the country programs’ portfolio of multiple grants, while supervising Monitoring, Evaluation and Learning (MEL) team member; Technical Advisors; grants officer and coordinating with the Community Accountability Reporting Mechanism (CARM) function.
S/he will have oversight of the Mercy Corps Program Management Minimum Standards (PM@MC) function by helping Program Managers to assess program performance against minimum standards and to provide implementation support as necessary, in line with both PM@MC standards and donor requirements. S/he will have oversight of the development of effective program filing and archiving systems, standardization and capacity building of program teams on the process for program deliverable quality assurance checks and making cross-department processes more efficient (as required). The PaQ Manager will lead and support on new business development and specifically assist in securing new programs by ensuring that learning and strong process management feeds into proposal development. The PaQ Manager is highly motivated, s/he is an effective communicator, self-driven and able to move forward complex projects with limited daily support and direction; s/he is able to work remotely with internal and external stakeholders to achieve common objectives.

Success Factors
The successful PaQ Manager will combine exceptional writing skills and experience in providing technical support across program teams. The candidate should enjoy setting up and maininting systems and processes across departments. S/he will also have proven experience with cross-cultural team and will possess high level of adaptability and be able to adjust to the constantly changing working environment. S/he will have previous experience working on a variety of different programs/sectors in emergency and development settings. Prioritizing, problem solving, ability to seize opportunities, attention to detail and strategic vision are essential. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
