Organizational Scope & Context:

Under the overall supervision of the Head of Migrant Protection Unit (PXD) and the direct supervision of the Counter Trafficking Project Officer, the candidate will contribute to the implementation of the counter smuggling and trafficking activities under the Africa Regional Migration Programme (ARMP), funded by the United States Department of State Bureau of Population, Refugees, and Migration (PRM), and implemented by IOM Egypt. In addition, the candidate will contribute to the implementation of other activities and thus support the operations of the wider PXD portfolio.

Core Functions / Responsibilities:

  1. Support the implementation of the overall activities under the Migrant Protection and Assistance Unit’s (MPA) to ensure work is proceeding according to established plans.
  2. Under the supervision of the Counter Smuggling and Trafficking Project Officers, support the coordination, planning, preparation and implementation of counter smuggling and trafficking activities with focus on protection of vulnerable categories, such as VoTs and children on the move.
  3. Coordinate the planning, implementation, monitoring of and reporting on the Africa Regional Migration Program (ARMP) activities in Egypt, in close coordination with the Counter-Trafficking Project Officer.
  4. Monitor budget expenditures of the ARMP; verify availability of funds and maintain a proper record of approved project budgets and their revisions.
  5. Directly communicate with North Africa missions implementing ARMP activities to exchange experiences and updates, through the sub-regional meetings.
  6. Maintain effective liaison and coordination with local authorities, partners, intergovernmental and non-governmental organizations, and other stakeholders relevant to the project implementation.
  7. Assist in monitoring and evaluating all programme aspects, according to IOM standards and procedures as well as donor requirements/standards.
  8. Contribute to project reports and updates, and assist in ensuring proper information exchange on all operational aspects of the PXD programme between IOM, donors and other project counterparts.
  9. Ensure timely submission of quality donor reports related to project implementation activities.
  10. Ensure visibility and communication of the project activities and events, in coordination with the Media and communication team and in line with IOM’s standards and in full compliance with the donor’s requirements.
  11. Identify and suggest opportunities for new project in the field of counter smuggling and trafficking in particular with regards to protection of vulnerable categories, such as VoTs and children on the move, and suggest the development of new networks with partners, both governmental and non-governmental.
  12. Attend relevant seminars and meetings as well as other events aimed at promoting IOM activities as requested and delegated by supervisors.
  13. Keep abreast of best practices relating to protecting vulnerable migrants.
  14. Attend staff meetings when and where requested; attend bi-weekly MPA team meetings attend and/or chair or co-chair relevant meetings and working groups when and where requested.
  15. Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.
  16. Undertake other duties as assigned.

Required Qualifications and Experience:

Education

  • University degree in Political or Social Science, International Relations, Development Studies, Migration Studies, or related fields from an accredited academic institution with five years of relevant professional experience, or
  • Secondary School degree/certificate with seven years of relevant professional experience

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.
  • Sound knowledge of financial and administrative management.
  • Sound knowledge of counter human trafficking and smuggling of migrants matters is an advantage.

Languages

  • For all applicants, fluency in English and Arabic is required (oral and written).
  • Working knowledge of French is desirable.
