Background
- The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
- The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a six-month probationary period.
- The incumbent will work in the OSCE Mission to Serbia’s National Minorities Section in the Democratization Department.
Tasks and Responsibilities
Under the supervision of the Senior Adviser on National Minorities, the incumbent is responsible for:
- Carrying out a wide range of tasks in relation to the development and implementation of project activities on the assigned portfolio, aiming to assist in project cycle management, such as liaising with counterparts and facilitating their engagement with the Mission, drafting terms of reference for the engagement of consultants, service providers and implementing partners, and monitoring the implementation of activities and submission of reports by the implementing partners and consultants, as well as having responsibility for proactive resource and budget planning of project activities and deadline management;
- Drafting routine and non-routine correspondence, working documents and background material, including concept notes and sections of project reports and briefing papers; providing substantive input to various project reports;
- Co-ordinating administrative arrangements, such as scheduling and arranging meetings, conferences, workshops and other events, reservations, budget follow-up, research for information and reference material, preparing requests/documents. Drafting minutes of meetings with internal and external contacts, and when necessary, providing translation of documents and interpretation in meetings;
- Using ERP software, initiating and following up on actions related to requisitions, recruitment of consultants, purchase of services and goods, payments, travel authorizations requests/claims and dealing with all related inquiries;
- Monitoring pending matters and following up with other offices/units on deadlines, as well as on budget and expenditure for specific project outcomes, outputs and/or activities, giving estimates of costs for individual project activities and proposes budgetary and/or expenditure adjustments to supervisor;
- Conducting computer-based research; collating, selecting and interpreting information necessary for the development of project activities and events; assisting in the preparation of papers and presentations by extracting/summarizing statistics;
- Acting as the Mission’s Roma Focal Point; maintaining communication with the Contact Point on Roma and Sinti Issues within the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR) and with key stakeholders in the field of Roma inclusion in Serbia; designing and co-ordinating the implementation of project activities and preparing substantive reports in this field; developing project proposals in the field of Roma inclusion for Extra-budgetary funding and co-ordinating the implementation of approved projects.
Necessary Qualifications
- Citizenship of or permanent residence in the Republic of Serbia;
- Completed secondary education, supplemented by specialized training or formal studies in public or business administration, project management, social studies, humanities or law;
- Minimum six (6) years of relevant working experience in project planning, implementation and reporting, and administration, preferably in an international, governmental or civil society context;
- Familiarity with human rights, rights of national minorities, tolerance and non-discrimination, gender equality, democratization, public policy development, political science or related field will be considered an asset;
- Knowledge and understanding of the current political situation in Serbia and the region will be considered an asset;
- Ability to conduct research and collect information from a variety of sources;
- Excellent oral and written communication skills in English and Serbian;
- Knowledge of a language spoken by persons belonging to a national minority in Serbia will be considered an asset;
- Computer literate and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet. Experience with an ERP software will be considered an asset;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work with people of different cultural, national and religious backgrounds.
