JOB DESCRIPTION

Tasks and Responsibilities:

The Senior Programme Assistant will be positioned in the Special Advisory Unit (SAU) within the Office of the Director of the Department for Security and Public Safety. Under the management and direct supervision of the Public Safety Awareness Officer, the Senior Programme Assistant provides programmatic and administrative support to the unit.

The incumbent will be responsible for assisting SAU to ensure the proper implementation of standard tasks comprising the mandate of the SAU.

  1. Assists the unit in research and monitoring of performance of the public safety institutions, in particular related to internal and external communication and public outreach; submits analytical reports in the preparation of official documents by identifying cross-cutting issues; oversees the drafting and delivery of SAU activity reports on major activities of DSPS; assists the work of the Public Safety Awareness Officer by providing strategic advice; performs research and compiles background material on major programmatic topics, assists in the organization of meetings (identifies participants and provides logistics support) involving local representatives and members of international organizations to discuss relevant issues; writes summaries and reports on the topics discussed.
  2. Assists the unit’s information management and proper record-keeping according to the rules and regulations of the OSCE; supports the Public Safety Awareness Officer/Gender focal point of the Department to collect gender mainstreaming activities at the departmental level, record and report on achieved results; Liaises with the Director and all sections of the department; maintains the Department’s internal and external contacts and acts as Mission focal point for the Police Online System (POLIS) project if applicable.
  3. Liaises internally with the Office of Political Affairs and Communications in relation to the visibility and publications of SAU activities; through the chain of command or as applicable, liaises with relevant Mission entities in relation to efficient task-orientated communication; adapts project activities to local conditions; ensures that a coherent approach is followed in the geographical area throughout project implementation.
  4. Co-ordinates, and when appropriate, provides translation services and administrative support to the Public Safety Awareness Officer during meetings, presentations and capacity-building initiatives with any of the local and/or international interlocutors, including but not limited to, all ranks of Kosovo Police and other public safety agencies and Ministry of Internal Affairs; represents the Department on various occasions (meetings, conferences, briefings, seminars).
  5. Ensures effective co-ordination and delivery of written and email correspondence; maintains and updates relevant files, including statistical and progress reports, and any other relevant material and programme-related documents when required by the Public Safety Awareness Officer.
  6. Performs other duties as assigned.

Necessary Qualifications:

  • Completed secondary school; Bachelor degree will be considered as an asset;
  • Supplemented by administrative, reporting, and analysing courses;
  • Minimum of six (6) years of relevant work experience as programme co-ordinator and developer with experience in planning, reporting, analyzing and co-ordination of reports, preferably with international organizations;
  • Proven experience with analytical work;
  • Previous experience working with governmental structures, local security and public safety institutions is desirable;
  • Computer literate with very good knowledge and experience in Microsoft packages, POLIS and Microsoft Outlook;
  • Excellent written and oral communication skills in English and in local languages. Holding a valid driving license

 

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,246.67  Euro/month. Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority, a higher step may be approved up to a maximum of step 3 subject to specific conditions.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
