In line with the strategic direction of the new CSP (2024-2028), the disaster risk management unit requires to replace the role of Senior Programme associate at fixed-term level G7 to support WFP’s capacity strengthening activities in areas of national and subnational disaster risk management. This includes management of the Humanitarian Response Forum (HRF)’s secretariat, which WFP co-chairs, to support humanitarian coordination efforts in the country. This position will fall under the direct supervision of the Team Leader for Climate Resilience and Disaster Risk Management.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines.
  • Provide efficient coordination and specialized project management support to a range of specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  • Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
  • Lead and ensure accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  • Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities.
  • Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  • Support the capacity building of WFP staff, cooperating partners and national government within a specific technical area.
  • Act as an escalation point for complex query resolution on all matters within the area of responsibility.

OTHER SPECIFIC JOB REQUIREMENTS

  • In close cooperation with WFP’s Research, Assessment and Monitoring (RAM) unit, ensure WFP’s key government counterparts (i.e. NCDM, MoWRAM and others) increase their capacities to incorporate data-driven analytical tools, such as vulnerability and risk maps, into disaster management decision-making at all levels;
  • Provide technical support in advancing forecast-based anticipatory action in Cambodia as per WFP protocols and in line with government emergency preparedness and response systems;
  • As required, co-design and/or facilitate workshops, trainings, simulations and other capacity-building exercises with WFP’s national and sub-national government counterparts and other stakeholders;
  • Act as lead coordinator of the Humanitarian Response Forum (HRF), which is co-led by WFP, including organization of regular all-member and thematic working group meetings, liaising with relevant government ministries, UN agencies and civil society; preparing situation reports as needed; and sharing EPR-related knowledge products during both normal and crisis situations;
  • Coordinate closely with WFP’s Social Protection unit and support in the development and management of activities related to shock-responsive social protection in line with WFP’s integrated risk management strategy;
  • In case of an emergency, support with coordinating relief efforts, alignment and communication with national disaster management authorities, in line with WFP’s response engagement priorities (e.g. cash-based transfers, logistical support, non-food items, etc);
  • Perform other activities to support programme operations as required.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
  • Language: Fluency (level C) in English language and Khmer.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Completed secondary-level university degree equivalent to B.A. or higher
  • Minimum of 7 years of progressive work experience in disaster management, climate adaptation or related field
  • Proven track-record delivering government capacity-building and systems strengthening programs at national and sub-national levels
  • Demonstrated experience applying innovations and data-driven analytics into national governance systems, preferably in relation to climate change adaptation and resilience-building
  • Experience managing donor-funded programmes in relevant fields, preferably at a UN agency or INGO
  • Experience coordinating multi-stakeholder forums and representation vis-à-vis external partners
