Purpose of the Position
WHO Nepal Country Office supports the Government of Nepal (GoN) in formulation, implementation and evaluation of national health policies, strategies and plans as guided by the WHO Country Cooperation Strategy (CCS) 2023-27 and the Thirteenth General Program of Work (GPW-13). WHO Nepal Country Office has been collaborating with the Government of Nepal (GoN) and stakeholders to combat communicable diseases, including HIV, Hepatitis, STIs, TB, Malaria, One Health and prioritized neglected tropical diseases such as Kala-azar and Lymphatic Filariasis.
WHO’s assistance to the Government of Nepal has played a pivotal role in strengthening and accelerating disease elimination and control efforts, primarily at the strategic level and to some extent at the operational level. In 2023, the WHO Communicable Disease Unit has extended its technical assistance to the sub-national levels, intensifying efforts in active case detection for Kala-azar and other diseases slated for elimination. Additionally, WHO has contributed significantly to the development and implementation of national roadmaps, strategic plans, and guidelines, providing a clear trajectory for progress toward the elimination/control of Kala-azar, Lymphatic Filariasis, Malaria, HIV, Hepatitis, STIs, TB, and other prioritized communicable diseases. Given the multitude of communicable diseases targeted for intervention, WHO’s ongoing support remains critical in sustaining momentum and achieving desired outcomes in disease control and elimination efforts.
The Senior Programme Coordinator for Communicable Diseases will provide technical and coordination assistance to the GoN, particularly the disease program focal points, to execute national strategies, guidelines, and activities for prioritized communicable diseases. S/he will also play a pivotal role in fostering partnerships with the MoHP, DoHS and key stakeholders, and obtaining government approvals and endorsements for national documents, plans, programs, and activities.
Summary of assigned Duties:
Under the guidance of WHO Representative to Nepal, the incumbent will work under the supervision of Team Lead (CDS, WCO Nepal) in collaboration with the WHO CDS team and Ministry of Health and Population, relevant communicable disease program focal points, other entities of the MOHP and Department of Health Services (DOHS).
The incumbent will perform the following deliverables during the assignment period:
Coordinates, oversees, and monitors assigned program(s) and support program interventions, service provision needs and systems strengthening to enhance disease control and elimination in the country context; analyzes progress and challenges of programme implementation, identifies needed and suggests feasible solutions/approaches to address the bottlenecks.
- Develops strategic plans for assigned program (s) in coordination with Government counterparts, and internal and external stakeholders; and provides recommendations and consults with all key stakeholders in the formulation of strategic planning, program interventions, review and assessment.
- Acts as liaison between the MoHP, DoHS, Provincial and Local Government, service providers, and key stakeholders and facilitate to secure governmental commitment to disease control and elimination efforts, ensuring prioritization within national health agendas and incorporation into annual work -plan and budget.
- Support national programs in mobilizing resources from various sources, including government budgets, donors, and other stakeholders, to support disease control programs.
- Foster partnerships with other organizations to enhance collaboration and resource leverage for NTDs and other prioritized communicable diseases.
- Facilitate effective implementation of WHO program activities as stipulated in the program biennium work plan and align them with the government’s annual work-plan and priorities for timely execution.
- Coordinate with other disease thematic focal points within the WHO CDS unit and relevant personnel from other WHO units to ensure seamless coordination and alignment of WHO’s work.
- Assist team lead and disease focal points at WHO-CDS unit in resource mobilization, including the development of funding proposals and workplan.
- Collaborate closely with the national program and WHO focal points to facilitate joint reporting, epidemiological data submission, and the timely submission of donor report.
- Undertake any other tasks and responsibilities assigned by the supervisor.
Qualification required:
Education:
Essential: Post Graduate Degree in Public Health from a recognized university/institution with valid registration in the Nepal Health Professional Council.
Experience:
- Essential: At least five years’ experience in public health programs including communicable disease elimination and control at the national and sub national levels.
- Desirable: Proven experience related to communicable disease control and elimination, working at the national level in collaboration with the Ministry of Health and Population (MOHP) and its counterparts. Experience working with the INGO/NGO or UN would be an asset.
