Under the guidance of WHO Representative to Nepal, the incumbent will work under the supervision of Team Lead (CDS, WCO Nepal) in collaboration with the WHO CDS team and Ministry of Health and Population, relevant communicable disease program focal points, other entities of the MOHP and Department of Health Services (DOHS).

The incumbent will perform the following deliverables during the assignment period:

  • Coordinates, oversees, and monitors assigned program(s) and support program interventions,  service provision needs and systems strengthening to enhance disease control and elimination in the country context; analyzes progress and challenges of programme implementation,  identifies needed and suggests feasible solutions/approaches to address the bottlenecks.
  • Develops strategic plans for assigned program (s) in coordination with Government counterparts, and internal and external stakeholders; and provides recommendations and consults with all key stakeholders in the formulation of strategic planning, program interventions, review and assessment.
  • Acts as liaison between the MoHP, DoHS, Provincial and Local Government, service providers, and key stakeholders and facilitate to secure governmental commitment to disease control and elimination efforts, ensuring prioritization within national health agendas and incorporation into annual work -plan and budget.
  • Support national programs in mobilizing resources from various sources, including government budgets, donors, and other stakeholders, to support disease control programs.
  • Foster partnerships with other organizations to enhance collaboration and resource leverage for NTDs and other prioritized communicable diseases.
  • Facilitate effective implementation of WHO program activities as stipulated in the program biennium work plan and align them with the government’s annual work-plan and priorities for timely execution.
  • Coordinate with other disease thematic focal points within the WHO CDS unit and relevant personnel from other WHO units to ensure seamless coordination and alignment of WHO’s work.
  • Assist team lead and disease focal points at WHO-CDS unit in resource mobilization, including the development of funding proposals and workplan.
  • Collaborate closely with the national program and WHO focal points to facilitate joint reporting, epidemiological data submission, and the timely submission of donor report.
  • Undertake any other tasks and responsibilities assigned by the supervisor.

Qualification required:

Education:

Essential:

  • Post Graduate Degree in Public Health from a recognized university/institution with valid registration in the Nepal Health Professional Council.

Experience:

Essential:

  • At least five years’ experience in public health programs including communicable disease elimination and control at the national and sub national levels.

Functional Knowledge and Skills:

  • Self-motivated with the ability to work with minimal supervision.
  • Effective communication and negotiation skills, particularly in securing endorsement and approvals from governmental bodies.
  • Strong tactical problem-solving skills, capable of identifying and addressing challenges efficiently to ensure smooth program implementation.
  • Ability to participate actively and co-operatively in knowledge sharing and policy forums at various levels and to coordinate with the GON agencies.
  • Good interpersonal skills for effective collaboration in a multi-cultural environment.
  • Experience in providing continuous mentorship and capacity-building support to government counterparts.
  • Excellent writing skills in English and Nepali, including the development of funding proposals, workplans, and donor reports.
  • Technical expertise and a positive attitude towards work as mandatory competencies.

Other Skills:

  • Good computer skills including office software applications and basic statistical/database management.
  • Ability to use digital tools to collect and process data/information.

Language Skills:

  • Excellent knowledge of written and spoken language skills in English and Nepali
