This position is located in the Secretariat of the United Nations Joint Staff Pension Board. The Senior Programme Management Officer reports to the Secretary of the Board. The focus of this job is to lead or direct implementation, monitoring and evaluation of all activities related to the functioning of the Pension Board and its subsidiary bodies. The United Nations Joint Staff Pension Fund was established in 1949 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff of the United Nations and other member organizations of the Fund. The Pension Fund pays benefits in 17 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 140,000 participants who work in the 24 member organizations of the Pension Fund. The Fund has offices in New York (United States) and Geneva (Switzerland) and two liaison offices in Nairobi (Kenya) and Bangkok (Thailand), respectively. Responsibilities
The Senior Programme Management Officer will be responsible for the coordination and delivery of a full range of secretariat conference management tasks related to the functioning of the Pension Board and its subsidiary bodies. The Senior Programme Management Officer contributes to the overall planning, development and management of the work of the Pension Board Secretariat. • Provides guidance to the Chair and other Board Members on procedural, technical and substantive matters related to the functioning of the UN Joint Staff Pension Fund, the Board and its Subcommittees. • Assists with the preparation of the agendas, notes and reports of the Pension Board and the Pension Board’s subsidiary bodies under the coordination and general guidance of the Secretary and the Chair of the Board. Maintains and updates records of deliberations and decisions of the Board; • Provides support to the Secretary of the Board directly in the overall planning, management and coordination of conference management and technical support services to the Pension Board and its subsidiary bodies and replaces the Secretary of the Board, when required. • Acts as secretary of the Audit Committee of the Pension Board • Collaborates and liaises with the Pension Administration, Office of lnvestment Management, Secretariat of the Fifth Committee, Secretariat of ACABQ and Staff Pension Committees of Member Organizations on matters of mutual interest and assists the Secretary in coordinating relationships between the Board and all other relevant actors • Develops, implements and evaluates all assigned activities, etc.; review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. • Coordinates policy and procedure development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Supervises preparation of various written outputs for the Board and its subsidiary bodies, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. • Designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. • Coordinates activities related to budget and funding and ensures preparation of related documents/reports. • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. • May perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required. Experience in servicing governing bodies as well as experience in the application of rules, procedures and practices of intergovernmental or tripartite bodies is desirable. Experience with the UN Pension system, and the functioning of the UN Joint Staff Pension Board is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
