Org. Setting and Reporting
This position is located in the Office of the Controller, Office of Programme Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). The Office of the Controller assists the Controller in discharging his responsibilities under the UN Financial Regulations and Rules, including reviewing and monitoring the execution of financial agreements; formulating and monitoring the implementation of financial policies and guidelines; and coordinating interdepartmental activities relating to planning, programming, budget and accounting matters. The Senior Programme Management Officer reports to the ASG, Controller. This position is the Controller’s advisor and representative relating to strategic planning and performance management covering holistically all funding sources, including all assessed contributions, voluntary contributions and all forms of extra-budgetary funding, and the alignment of related policies with the regulations and rules.
Responsibilities
Within delegated authority, the Senior Programme Management Officer will be responsible for the following duties: • Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs the harmonization of policies and guidelines, across all funding sources, in programme/project development, implementation, monitoring and assessment especially in relation to strategic planning, and performance management; drives change management in the organization to institutionalize results-based management and linking results to resources; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties, including Member States, donors, implementing partners, heads of programmes and project managers; identifies and initiates follow-up actions. • Directs research and programme evaluation and presents information gathered from diverse sources, including programme and project plans and performance data. Coordinates policy development and guides Secretariat entities on programme and project design and the use of available corporate tools for planning, monitoring, and reporting; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies. • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes, and interprets responses, identifies problems/issues and prepares conclusions. • Supervises preparation of various outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. • Coordinates activities related to programme/project preparation and submissions, progress reports, etc. and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. • May perform other duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in strategic planning, project and programme management or related area is required. Experience with Programme planning (or results-based management) and programme performance management and providing expert advice on linking results to financial resources and relevant data standards is required. Experience with Umoja or similar ERP system in programme and project management processes is required. Experience in driving change management projects in the United Nations or other similar international organization, and institutionalizing results-based management is required. Experience with regulatory framework of the United Nations or other similar international organization, particularly programme planning, programme aspects of the budget, monitoring of implementation and methods of evaluation, is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
