Org. Setting and Reporting
This position is located in the Office for Coordination and Shared Services (OCSS) serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Senior Programme Officer reports to the Director of the Digital Enablement Team, tasked with implementing the Digital Transformation Strategy for UN Peacekeeping. OCSS enables, directs and coordinates departmental efforts to ensure the effective integration and management of both departments. The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department’s mandate is to prevent and resolve conflict through inclusive political solutions. The Department of Peace Operations (DPO) provides political and executive direction to UN peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and nongovernmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, rule of law, mine action and other relevant issues to other UN political and peacebuilding missions.
Responsibilities
Within delegated authority, and under the overall direction and supervision of the Director, the Senior Programme Officer will be responsible for the following duties: • Supports the Director in developing and implementing the strategy for digital transformation of UN Peacekeeping; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Oversees the project management of the workstream, including the design and implementation of major initiatives; strengthens collaboration and synergy amongst initiatives; manages multiple, concurrent projects that involve innovative applications and linkages. • Provides strategic advice to senior leadership on transforming UN peacekeeping through digital technologies including in the areas of policy, programming and operations. • Prepares for and operationalizes governance mechanisms established for Strategy implementation and ICT solutions. • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including systems, policies or programmes, in the implementation of the digital transformation strategy. • Directs research and programme evaluation and uses information gathered from diverse sources in relation to the implementation of the digital transformation strategy. • Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Supervises preparation of written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Develops and manages budget and funding activities (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). • Conducts advocacy on digital transformation both internally and externally establishing partnerships with key stakeholders at all levels inside and outside the organization. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. • May perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, public policy, international affairs or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in project / programme management, information management, administration or related area is required. Experience in managing complex enterprise projects is required. Experience with digital transformation initiatives is desirable. Experience of peacekeeping is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English (both oral and written) is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
