Under the direct supervision of the Regional Senior Programme and M&E and Health System Specialist, Senior Programme Manager (M&E and Health Systems Strengthening Lead) shall be responsible for overseeing the monitoring and evaluation, data management and quality assurance and strategic technical support and health systems strengthening (HSS) and technical scientific information analysis to the three grants in Myanmar. Senior Programme Manager (M&E and Health Systems Strengthening Lead) leads and supervises the M&E and HSS  teams assigned for the three grants in Myanmar. 
Functional Responsibilities:
Monitoring and Evaluation:
  • Develop Performance Frameworks for the three diseases and contribute to updating the national disease M&E Plans, where required. 
  • Ensure the development and maintenance of a functioning monitoring, evaluation and reporting system for UNOPS as Principal Recipient in Myanmar, which will be coherent with national M&E systems, and will generate data that allow for programme analysis and which ensures that all Principal Sub-Recipients (PSR) and Sub-Recipients (SR) submit timely, regular and structured monitoring reports.
  • Direct data auditing and verification and programmatic spot checks to assure internal consistency and validity of programme activity monitoring data reported by all SRs, through period data verification and auditing and spot check visits to SRs at all levels.
  • Maintain the GFATM M&E database; review incoming data (for quality and programmatic); ensure the quality of the database and that M&E data are readily available.
  • Review and verify M&E findings by national officers and following-up the recommendations.
  • Assess SRs capacity in M&E systems; ensure adequate feedback to/from the SRs on data obtained from the GFATM’s internal M&E system; review partners’ DQA systems, conduct data audits;
Health system strengthening in programming :
  • Coordinate the implementation of health systems activities ensuring MOHs’ and donor priorities are met. 
  • Lead advisor and team leader on health systems strengthening in Myanmar. 
  • Lead the M&E and HSS teams by offering sound technical advice and by providing input toward the design of a health management information systems (HMIS). 
  • Manage knowledge and information dissemination throughout the GMS countries, keeping UNOPS PR and its key partners abreast of important developments. 
Knowledge sharing and management :
  • Promote an active learning culture for the PR and its partners and facilitate information. sharing on all aspects of the work related to public health in Myanmar.
  • Strengthen the knowledge base by facilitating lessons learned and feedback sessions with partners; 
  • Lead the PR participation in all technical reviews and evaluations in Myanmar. 
  • Manage knowledge and information dissemination and storage of relevant scientific evidence, best practices and lessons learnt to inform programme development. 
  • Assist SRs to develop the required capacities and competencies in providing health services and implementing their plans. 
Reporting:
  • Ensure timely completion of the programme section of the Progress Update and Disbursement Request (PU&DR) Global Fund Forms and subsequent submission to the Local Fund agent, including reviewing overall performance of the whole grants and individual indicators against achieved cumulative results and making recommendations to improve performance.
  • Prepare quarterly and annual/or ad hoc programmatic progress updates on Global Fund programmes.
Implementing partners and other stakeholder Support:
  • Participate in UNOPS/GFATM grant negotiations including submission of quality inputs required to ensure the grant agreement signature.
  • Develop and lead the implementation of capacity building activities for the SRs.
  • Support the implementation of the MOHS e-Health Plan including the rollout of DHIS, Master patient Index and report on the progress of the GF financed activities on in the plan
  • Participate in the appraisal of the State and Regional M&E coordinator hired by PGK and placed at the SHDs to support the sub-national M&E systems 
  • Facilitate the interpretation and use of M&E data, periodic review meetings between the PR and SRs and contribute to the development of Monitoring & Evaluation Frameworks for HIV & AIDS, tuberculosis and malaria (including Artemisinin Resistance Containment) of SRs.
  • Participate in the implementation of capacity building courses through workshops and on the job trainings on monitoring, evaluation and reporting as required for SRs.
  • Provide technical support to the Ministry of Health and Sports to strengthen monitoring and evaluation systems for HIV & AIDS, tuberculosis and malaria programmes, including the development of sentinel surveillance systems to monitor impact.
  • Attend relevant Technical Strategic Meeting and present updates on M&E activities when required to do so in consultation with the Programme Director and PR Programme Director 
  • Assist UNOPS in the identification of potential implementation problems and bottlenecks.
  • The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN security Management System and that of UNOPS.
Key Results :
  • Performance Frameworks and M&E Plans are completed and continuously updated as required. 
  • Progress Updates are completed and submitted in compliance with the UNOPS PU Standard Operating Procedures.
  • Data input derived from data auditing and programmatic spot check completed.
  • M&E capacity building plan and training materials for national programme and SRs, and the Ministry of Health and Sports.
  • Implementation plans are developed with sound cross cutting health system strengthening measures included therein.
  • All relevant technical knowledge and experience accumulated are archived and shared in a clearly structured knowledge library.
  • Electronic data recording and reporting systems are strong and functioning in all GMS countries.
Education/Experience/Language requirements:
Education:
  • Master’s degree or equivalent – preferably in Public Health, Epidemiology Statistics, Evaluation, Project Management, or related area is required. 
  • A Bachelor’s Degree with a relevant combination of academic qualifications and 2 additional years experience may be accepted in lieu of the advanced university degree.
Experience:
  • A minimum of 7 years of monitoring and evaluation experience in health programmes is required. 
  • Successful development and implementation of an M&E system at programme level is required.
  • Prior experience working with donors/ multi-donor funds required.
  • Experience in South East Asia region is preferred.
  • Willingness to undertake field visits in difficult conditions. 
  • Sound knowledge of UNOPS regulations and rules is an asset.
  • Experience in the usage of computers and office software packages (MS Office 2007 and/or newer versions) is required.
Language Requirements:
  • Fluency in English is required
